4 <br />RESOLUTION <br />o. : Appointing City Assessor <br /> <br />BE IT RESOLVED <br />by the Council of the City of Charlottesville, Virginia that, <br />pursuant to Section 30 - 62 of the Charlottesville City Code, this Council hereby appoints <br />Roosevelt W. Mr. O'Connell said the eas ements are no longer necessary and staff <br />recommends they be abandoned. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Mr. Caravati asked if staff is satisfied that drainage on the site is appropriate, and <br />M r. Tolbert said yes. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Caravati, the ordinance entitled "AN <br />ORDINANCE AUTHORIZING THE ABANDONMENT OF SLOPE EASEMENTS ON <br />PROPERTIES FRONTING ON MADISON AVENUE" was offered and carried over to <br />the next meeting for cons ideration. <br /> <br />REPORT/APPROVAL <br />: ART IN PLACE <br /> <br /> Mr. O'Connell said that the City has been recognized as one of the top arts <br />communities in the country, and the International City Managers Association has <br />presented their public/private partnership award to the City for the Art in Place Program. <br />Mr. O'Connell recommended that Council approve the agreement for Art in Place for <br />next year. <br /> <br /> Mr. Satyendra Huja, Director of Strategic Planning, reviewed the Art in Place <br />Program, C2D Program, and Art in Motion Progra m. He requested that Council <br />authorize renewal of the license for display space on private property for Art in Place and <br />allocate $10,000 for Art in Place for next year. <br /> <br /> Mr. Blake Hurt, President of the Art in Place Board, gave a slide presentation of <br />the various art programs, and said that private donations and in - kind donations are sought <br />to match the City's funding. He said that if Art in Place work sells, the Program receives <br />
