NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, January 5, 2004 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - January 5, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Lynch, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None.) to meet in <br />closed session for discussion and consideration of the performance and assignment of the <br />Ci ty Manager, as authorized by Virginia Code Section 2.2 - 3711(A)(1) of the Virginia <br />Code; and for consultation with legal counsel for the provision of legal advice regarding <br />development of property on Water Street previously owned by the City, as authorized by <br />Section 2.2 - 3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council certified by the <br />following vote (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None) that to the best of each Co uncil Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the clos ed session. <br /> <br />COUNCIL CHAMBER - January 5, 2004 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />PUBLIC <br /> <br /> Mr. Tim Hulbert, 2246 Brandywine Drive, President of the Chamber of <br />Commerce, referring to the report on moving Council elections to November, said that <br />anything that encourages more people to participate in the process is good. Mr. Hulbert <br />said Council has a series of options for the Meadowcreek Parkway, and he feels there is <br />wisdom in getting a second opinion from the Attorney General, adding that Council <br />cannot lose by having that opinion. He asked for more civility on Council. <br /> <br /> Mr. Kevin Blair, 1013 St. Charles Avenue, said it has taken 30 years to tr y to plan <br />a parkway. He said Council will not make everyone happy, but he feels they need to <br />move forward with the Meadowcreek Parkway and a world class transportation <br />infrastructure. <br /> <br /> Mr. Brent Nelson, 214 South Street, speaking on behalf of Mary Gillia m and <br />Martha Gleason also in attendance at the meeting, thanked Council for their consideration <br />of extending the permit parking hours on South Street. He said they are happy with the <br />growth downtown, but said it has had an adverse impact on resident parki ng. <br /> <br /> Mr. Robert Hodous, 1309 Lester Drive, referring to the Attorney General opinion <br />regarding an easement for the Meadowcreek Parkway, said that land sale and easement <br />are in the same section of the constitution. He said that with a sale that requires a <br />supermajority vote of Council, the land is gone, but with an easement the City still owns <br />the land, and all it is doing is changing the use of the land.
