2 <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia, that <br />$6,500 from Piedmont Housing Alliance is hereby appropriated from 26 - 280 - 051677 - <br />46299 to 26 - 280 - 051678 - 50111 for th e purpose of replenishing the revolving fund to <br />assist in future demolitions. <br /> <br />RESOLUTION <br />e. : Accepting Spruce Street into City Street System <br /> <br /> BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia, on <br />recommendation of the City Engineer and City Manager that Spruce Street, which has been <br />built to City standards and specifications, from its intersection with Cherry Street to its <br />terminus at the CSX railroad tracks, is hereby accepted into the City street system for <br />maintenance. The stree t hereby accepted is shown on the attached copy of City Real <br />Property Tax Map #57. <br /> <br />ORDINANCE <br />f. : "AN ORDINANCE AMENDING AND REORDAINING <br />SECTION 34 - 558 OF ARTICLE IV OF CHAPTER 34 (ZONING) RELATING <br />TO STEPBACK REQUIREMENTS FOR MULTI - STORY BUILDINGS IN <br />TH E DOWNTOWN MIXED USE CORRIDOR DISTRICT" <br /> <br />PUBLIC HEARING/APPROPRIATION <br />: $6,000,000 - INTEROPERABLE <br />COMMUNICATIONS EQUIPMENT GRANT <br /> <br /> Mr. O'Connell said that FEMA has awarded a grant to the region to fund the 800 <br />MHz program. He said that the City is the fi scal agent for the grant and all jurisdictions <br />have appropriated the required matching funds. <br /> <br /> The public hearing was opened, but as there were no speakers the public hearing <br />was closed. <br /> <br /> Deputy Fire Chief Charles Werner said that the grant will provide funding to <br />interface with wireless phones, remote monitoring and data infrastructure, and will be a <br />national demonstration project. <br /> <br /> On motion by Mr. Richards, seconded by Mr. Lynch the $6,000,000 appropriation <br />of the Interoperable Communications Equipmen t Grant was offered and carried over to <br />the next meeting for consideration. <br /> <br /> Mr. Lynch noted that in addition to provide for doing new things, the grant will <br />update the old system and will save significant money. <br /> <br />REPORT <br />: JEFFERSON SCHOOL TASK FORCE REPO RT <br /> <br /> Ms. Lelia Brown, Co - Chair of the Jefferson School Task Force, and Ms. Mary <br />Means, facilitator for the Task Force, said that the Task Force adopted guiding principles <br />and went on several field trips. The Task Force's recommendations include: Jefferso n <br />School is worth of preservation; Jefferson School should be nominated for the national <br />and state registers; Jefferson School should be redeveloped for a civic purpose; Carver <br />Recreation Center should be renovated as a Recreation Center; there should be s pace for <br />interpretative history of Jefferson School; rehabilitation should be guided by the <br />Secretary of the Interior's standards; the property should be landscaped; development of <br />the site should incorporate the Task Force's recommendations; and the linka ges to the <br />downtown mall should be improved. Three potential roles were identified for Jefferson <br />School: a library and cultural center; a learning and community center; and a multi - <br />purpose center. <br /> <br /> Ms. Mary Reese, Co - chair of the Jefferson School Task F orce, said she hopes that <br />Council can see that the Task Force tried to adhere to the guiding principles. She said she <br />hopes Jefferson School can be made into something that all can be proud of. <br /> <br /> Mr. Lynch thanked the Task Force for all their work. He sa id he is ready to <br />designate Jefferson School as an historic property. He said he especially likes the idea of <br />a library because it would provide more space, more parking and would be more <br />
