NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, February 17, 2004 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 31 72 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - February 17, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schil ling. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Schilling, Council met in closed <br />session (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: <br />None) for discussion, consideration or interviews of prospective candidates to City <br />boar ds or commissions as authorized by Section 2.2 - 3711 (A)(1) of the Virginia Code; <br />for discussion and consideration of the acquisition of real property on South Street, where <br />discussion in an open meeting would adversely affect the bargaining position or <br />neg otiating strategy of the City, as authorized by Section 2.2 - 3711(A)(2) of the Virginia <br />Code; and consultation with legal counsel regarding the settlement agreement in a lawsuit <br />involving the Ivy Landfill, as authorized by Section 2.2 - 3711(A)(7) of the Virg inia Code. <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Richards, Council certified by the <br />following vote (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER - Februar y 17, 2004 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />: NEW PARKS AND RECREATION DIRECTION; <br />FIRE DEPARTMENT; AFRICAN - AMERICAN HISTOR Y MONTH <br />PROCLAMATION <br /> <br /> Mr. O'Connell introduced Mike Svetz, the new director of Parks and Recreation. <br /> <br /> Mr. Cox presented awards to Captain Robert Bragg and Firefighters Brian Powell, <br />Megan Butasek, and Karrin Short who responded to a potentially fatal fir e on January 7, <br />using thermal imaging technology to save a life. <br /> <br /> Mr. Cox read a proclamation proclaiming February as African American History <br />Month. <br /> <br />PUBLIC <br /> <br /> Mr. Cox said that a portion of the Johnson Village PUD is recommended to be <br />sent back to the P lanning Commission in order to deal with traffic concerns. <br /> <br /> Mr. Scott Burns, 209 Monte Vista Avenue, said he has long been an advocate of a <br />ward system and wishes he had one Councilor from his neighborhood. He said he would <br />like to see this become a camp aign issue. <br /> <br />
