NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, March 1, 2004 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2 - 3172 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM - March 1, 2004 Council met in special session on this date with the following members present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Mr. Caravati, Mr. Lynch, Mr. Schilling. Noes: None. Absent for the vote: Mr. Cox and Ms. Richards) to meet in closed session for discussion and consideration of the disposition o f city - owned real property on Monticello Avenue and on Charlton Avenue, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City, as authorized by Section 2.2 - 3711(A)(3) of the Virginia Code; an d consultation with legal counsel and briefings by staff members regarding probably litigation related to the installation of traffic controls; and consultation with legal counsel regarding (1) the settlement agreement in a lawsuit involving the Ivy Landfi ll; and (2) a proposed settlement of a workers' compensation claim, all as authorized by Section 2.2 - 3711(A)(7) of the Virginia Code. On motion by Mr. Caravati, seconded by Mr. Lynch, Council certified by the following vote (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the m otion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER - March 1, 2004 Council met in regular session on this date with the following members present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards , Mr. Schilling. PUBLIC Ms. Loes von Riel, representing the McGuffey Arts Center, reviewed programming at McGuffey during the past year. Ms. Allison Ewing, 1900 Chesapeake Street, asked if the new sidewalk proposed for Chesapeake Street remains a prior ity. Ms. Ida Lewis, Mr. Jessie Williams, Ms. Lelia Brown, Mr. William Brown, and Ms. Mary Stars Anderson, representing the Jefferson School Alumni, presented a check for the Community Scholarship Fund in honor of Priscilla Whiting. Ms. Amy Lankford, 16 21 Mulberry Avenue, parent of a child receiving speech pathology services through the school system, expressed concern that a half time speech pathologist will be eliminated in the school budget. She said it is a very valuable service and asked that the p osition be reinstated. Ms. Amy Spence, 714 Northwood Avenue, owner of a business on Grady Avenue, asked that Council stop the sale of land for the proposed Preston Commons project. She said the marketplace has spoken for a second time, noting that no re sponses were received when the City originally asked for RFPs and only one response was
