NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD <br />ON Tuesday, April 13, 2004 AT 6:30 p.m. IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />nd <br /> ORDINANCE: Annual Real Estate Tax Levy (2 reading) <br /> <br />nd <br /> APPROPRIATION: Annual Budget Appropriation (2 reading) <br /> <br />nd <br /> ORDINANCES: Increasing Fees for Trash Stickers (2 reading) <br />nd <br /> Charging $25 for Large Item Pickup (2 reading) <br />nd <br /> Zoning and Erosion and Sediment Control (2 reading) <br />nd <br /> Building Permits (2 reading) <br />nd <br /> False Alarms (2 reading) <br />nd <br /> Police Reports (2 reading) <br />nd <br /> E - 911 Tax (2 reading) <br />nd <br /> Cigarette Tax (2 reading) <br />nd <br /> Transient Lodging Tax (2 reading) <br /> Consumer Tax Adjustments for Gas and Electric <br />nd <br /> (2 readin g) <br /> <br />BY ORDER OF THE MAYOR By Jeanne Cox <br /> <br />Second Floor Conference Room - April 13, 2004 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />ORDINANCE <br />: ANNUA L REAL ESTATE TAX LEVY <br /> <br /> Mr. Caravati said that if the State does not approve a budget he will be the first to look <br />again at the City's tax rate in order to be able to deliver quality services. <br /> <br /> The ordinance entitled "AN ORDINANCE TO ESTABLISH THE ANNUAL TAX <br />LEVY ON VARIOUS CLASSES OF PROPERTY FOR THE PAYMENT OF INTEREST AND <br />RETIREMENT OF THE CITY DEBT, FOR THE SUPPORT OF THE CITY GOVERNMENT <br />AND CITY SCHOOLS, AND FOR OTHER PUBLIC PURPOSES," which was offered at the <br />th <br />April 5 meeting, was approved by the f ollowing vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards. Noes: Mr. Schilling. <br /> <br /> Mr. Schilling said he does not believe the tax rate has been justified. <br /> <br />APPROPRIATION <br />: ANNUAL BUDGET APPROPRIATION <br /> <br /> The "RESOLUTION ADOPTING THE BUDGET FOR T HE CITY OF <br />CHARLOTTESIVLLE FOR THE FISCAL YEAR BEGINNING JULY 1, 2004 AND ENDING <br />JUNE 30, 2005 AND PROVIDING FOR THE ANNUAL APPROPRIATION OF FUNDS FOR <br />th <br />SUCH FISCAL YEAR," which was offered at the April 5 meeting, was approved by the <br />following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. Noes: Mr. Schilling. <br /> <br />I. ADOPTION OF BUDGET <br /> <br />WHEREAS <br /> , pursuant to Section 19 of the City Charter and Section 15.2 - 2503 of the <br />Code of Virginia, the City Manager has caused to be prepared and pr esented to City Council a <br />proposed budget for the fiscal year beginning July 1, 2004, and ending June 30, 2005; and <br /> <br /> WHEREAS <br />, a synopsis of such proposed budget has been published in the Daily <br />Progress , a newspaper of general circulation in the City, and notice duly given in such newspaper <br />and public hearings held thereon on March 15, 2004 and April 5, 2004, and the estimates of <br />revenues and expenditures therein debated and adjusted by City Council in open public meetings, <br />all as required by the City Charter and Section 15.2 - 2506 of the Code of Virginia. <br /> <br />
