NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, May 3, 2004 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 of t he Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - May 3, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> On mo tion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None) to meet in <br />closed session for consultation with legal counsel and briefings by staff members <br />regarding proba ble litigation related to the installation of an automatic meter reading <br />system for the City of Charlottesville; and consultation with legal counsel regarding <br />specific legal matters concerning (1) the negotiation of a revenue sharing agreement <br />between the City and the University of Virginia; and (2) the conveyance of a portion of <br />McIntire Park to the Commonwealth of Virginia for construction of the Meadowcreek <br />Parkway, as authorized by Section 2.2 - 3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Mr. Caravati , seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from t he open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER - May 3, 2004 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />: NURSES WEEK PROCLAMATION <br /> <br /> Mr. Cox presented the Nurses Week Proclamation. <br /> <br />PUBLIC <br /> <br /> Ms. Janie Norris, P. O. Box 587, Lovin gston, invited Councilors to attend the <br />th <br />opening League of Our Own game on May 14 . Ms. Norris said the League provides an <br />opportunity for adults with a wide range of disabilities to play softball. <br /> <br /> Mr. John Pfaltz, 1503 Rugby Road, referring to the City Link project, said that the <br />appropriation for the project said the total would be $6.6 million, but custom interfaces <br />will be needed that will cost extra. He said the City Manager's office is unwilling to <br />release the contract figures, but noted that Maxi mus has used the figure of $17 million <br />over ten years. Mr. Pfaltz said that paying for City Link out of the utility bills is a <br />regressive tax on the poorest households in Central Virginia. <br /> <br /> Mr. Caravati suggested that a discussion of City Link be put on an agenda so that <br />staff can address issues raised and respond to misinformation. <br /> <br /> Mr. Schilling said he takes issue with Mr. Caravati characterizing the public as <br />providing misinformation. <br /> <br />
