NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, June 7, 2004 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3172 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - June 7, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> On m otion by Mr. Caravati, seconded by Mr. Schilling, voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Schilling. Noes: None. Absent for the vote: Mr. Lynch and Ms. <br />Richards) to meet in closed session for discussion and consideration of prospective <br />candidates for appointment to the City Council Elections Task Force, Board of <br />Architectural Review and Parks and Recreation Advisory Committee; for the <br />appointment of an Acting Director of Finance; and for the semi - annual performance <br />evaluation of the City Manager, as authorized by Section 2.2 - 3711(A)(1) of the Virginia <br />th <br />Code; for discussion and consideration of the acquisition of real properties located at 7 <br />and Market Streets, at Park and High Streets, and at 610 and 614 High Street for a public <br />purpose, where discu ssion in an open meeting would adversely affect the negotiating <br />strategy of the City, as authorized by Section 2.2 - 3711(A)(3) of the Virginia Code; and <br />for discussion and consideration of the disposition of publicly held real property located <br />th <br />at Riverview Park, at 5 and Bering Street, and on Holmes Avenue (2 properties), where <br />discussion in an open meeting would adversely affect the negotiating strategy of the City, <br />as authorized by Section 2.2 - 3711(A)(3) of the Virginia Code. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council certified by the <br />following vote (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted fro m the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER - June 7, 2004 <br /> <br /> Council met in regular sessio n on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />: NATIONAL HOMEOWNERSHIP MONTH; PARKS <br />AND RECREATION MONTH <br /> <br /> Mr. Cox read the National Homeownership Month proclamation . <br /> <br /> Ms. Richards read the Park and Recreation Month proclamation <br /> <br />PUBLIC <br /> <br /> Mr. Coran Capshaw of Albemarle County expressed his enthusiasm and <br />commitment for the amphitheater project. He said it is an example of what makes this a <br />great community and he loo ks forward to enhancing it and expanding its charitable base. <br /> <br /> Ms. Antoinette Rhodes, 406 Oak Street, said the impact of 60 houses proposed for <br />the corner of Cherry and Ridge Street will have an immense impact on the creek, ravine <br />and large specimen trees and will create water problems. She said it is also a very busy <br />
