NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, April 19, 2004 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3172 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - April 19, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Mr. Schilling. Noes: None. Absent for the vote: Ms. <br />Richards) to meet in closed session for discussion and consideration of the acquisition of <br />real property on Avon Street Extended for a public works facility and on High Street for <br />court facilities, where discussion in an open meeting would adversely affect the <br />bargaining position or negotiating strategy of the City, as authorized by Section 2 .2 - <br />3711(A)(3) of the Virginia Code; for discussion of the annual performance evaluation of <br />the City Manager, as authorized by Section 2.2 - 3711(A)(1) of the Virginia Code; and for <br />consultation with legal counsel regarding the negotiation of a solid waste co st sharing <br />agreement with Albemarle County, and regarding the conveyance of a property interest in <br />McIntire Park, as authorized by Section 2.2 - 3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Mr. Schilling, seconded by Mr. Lynch, Council certified by the <br />fo llowing vote (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER - April 19, 2004 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr . Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />: PROCLAMATIONS: CHILD ABUSE PREVENTION <br />MONTH; CRIME VICTIMS RIGHTS; FAIR HOUSING MONTH; COMMUNITY <br />TH <br />CREDIT UNION 50 ANNIVERSARY <br /> <br /> Ms. Richards read and presented the Child Abuse Prevention Proclamation. <br /> <br /> Mr. Schilling read and presented the Crime Victims Rights Proclamation. <br /> <br /> Mr. Caravati read and presented the Fair Housing Month proclamation. <br /> <br /> Mr. Cox read and presented the Community Credit Union proclamation. <br /> <br />PUBLIC <br /> <br /> <br />Mr. John Pfaltz, 1503 Rugby Road, asked Council to re - examine its decision to <br />acquire City Link. Mr. Pfaltz said he met with City staff today and would like to digest <br />that information before commenting further. Mr. Pfaltz said the question is can the Ci ty <br />afford this system. <br /> <br /> Mr. Jim Moore, 1213 Hazel Street, said he also met with staff about City Link. <br />He said he was assured by staff that these issues were considered by Council.
