GILMER OF THE FIRM OF POLGLAZE AND BASENBERG MET WITH THE COUNCIL IN <br />RESPONSE TO THEIR I'NVlTATION TO AGAIN DISCUSS THE 1959 WATER REPORT PREPARED BY HIS <br />FIRMo THE STATED THAT IN HIS OPINION THE ECONOMIC AND USE FACTORS HAD NOT CHANGED SINCE <br />1959 WHICH WOULD APPRECIABLY ALTER THE REPORT AND THAT HIS FIRM WAS STILL OF THE OPINION <br />THAT THE DEVELOPMENT OF THE SOUTH FORK OF THE RIVANNA RIVER OFFERED THE BEST SOURCE FOR <br />DEVELOPMENT OF THE CITY'S FUTURE WATER SUPPLY. HE AGAIN REVIEWED THE DEVELOPMENT OF <br />THE SOUTH FORK AND ADVISED THAT IN RESPONSE TO THE CITY MANAGER'S REQUEST HE HAD <br />HURRIEDLY CONSIDERED A REVISED PLAN WHEREBY THE SOUTH FORK TREATMENT PLANT~ ETC, <br /> <br /> COULD BE DEVELOPED IN STAGES AND IN SUCH A MANNER AS TO ENABLE THE ALTERNATE DEVELOPMENT <br /> OF THE PROJECT AND THAT THE ADVANTAGE OF THE REVISED PLAN WOULD ENABLE THE CONSTRUCTION <br /> OF THE TOTAL PLAN OVER A PERIOD OF YEARS AS NEEDED. HE EXPLAINED THAT THE REVISED PLAN <br /> WOULD PROVIDE FOR CONSTRUCTING THE DAM TO ELEVATION 375 AND IN SUCH A MANNER THAT IT <br /> COULD BE RAISED AT A LATER DATE TO 382 AND WITH SPLASH BOARDS TO 385~ AND THAT THE <br /> TREATMENT PLANT WOULD BE BUILT WITH EITHER TWO OR THREE ONE MILLION GALLON FILTERS <br /> WHICH MIGHT ENABLE THE FILTERING OF THREE TO FOUR AND A HALF MILLION GALLONS IF THE <br /> QUALITY OF WATER IS AS GOOD AS THAT NOW BEING RECEIVED AT THE EXISTING FILTER PLANT~ <br /> AND WITH THE TRANSMISSION MAIN OF THE SAME SIZE PIPE REQUIRED FOR THE ULTIMATE DEVELOP- <br /> MENT BEING INSTALLED ONLY ALONG ROUTE 29 TO CONNECT WITH THE CITY'S EXISTING TWELVE (12) <br /> INCH HAIN. THIS PLAN WOULD ELIMINATE MONEY FOR THE DISTRIBUTION SYSTEM BUT WOULD <br /> PROVIDE STORAGE FACILITIES TO TAKE .CARE OF ~HE ULTIMATE DEVELOPMENT~ AND WOULD PROVIDE <br /> FUNDS FOR THE CONSTRUCTION OF A NEW BRIDGE OVER ~VY CREEK~ BUT WOULD NOT PROVIDE FUNDS <br /> <br /> <br />
