LEE~ SECONDED BY HR.-HO~NT~ A REQUEST OF THE LIBRARY BOARD <br /> <br />TO TRANSFER ~1~300.00 FROM SALARIES TO THE PURCHASE OF OFFICE EQUIPMENT IN THIS <br /> <br />YEAR~S BUDGET WAS UNANIMOUSLY APPROVED. <br /> <br />A PETITION WAS PRESENTED FROM 'TH~ PROPERTY OWNERS ON VALLEY ROAD~ EXTENDED <br /> <br />.REQUESTING THAT THEIR STREET BE ACCEPTED INTO THE CITY STREET SYSTEM FOR MAINTENANCE <br /> <br />AND AGREEING TO PAY ~,,~629.8~ OF THE COST OF CONSTRUCTION. <br /> <br />THE FOLLOWING REPORT OF THE STREET COIIMITTEE WAS PRESENTED: <br /> <br />HAY 16~ 1962 <br /> <br />To THE HEMBERS OF THE COUNCIL <br />CITY OF CHARLOTTESVILLE~ VIRGINIA <br /> <br />GENTLEMEN= <br /> <br /> YOUR STREET COMMITTEE HAS STUDIED THE PROPOSAL OF THE RESIDENTS OF VALLEY <br />ROAD~ EXTENDEO~ AND REPORTS' AS FOLLOW~: <br /> <br /> THIS STREET RIGHT OF WAY WAS PLATTED AND PUT TO RECORD PRIOR TO THE TIME <br />THAT APPROVAL BY THE PLANNING COMMISSION WAS REQUIRED BEFORE PLATS COULD BE <br />PUT TO RECORD. APPROVAL OF THIS SUBDIVISION WAS REFUSED BY THE PLANNING <br />COMMISSION AND THE SUBDIVIDER WAS NOTIFIED THAT THE STREET WOULD NOT BE <br />ACCEPTED BY THE CITY SINCE THE 50~ RIGHT OF ~AY WAS NOT USABLE FOR A STANDARD <br />CITY STREET DUE TO A LARGE= CONSTANT FLOWING STREAM IN THE PROPOSED RIGHT OF <br />WAY~ THIS MATTER HAS BEEN BROUGHT TO THE ATTENTION OF THE CITY COUNCIL ON <br />NUMEROUS OCCASIONS AND EACH TIME THE COUNCIL 'HAS AGREED TO ACCEPT THE STREET <br />PROVIDED THE PROPERTY OWNERS WOULD PAY A PORTION OF THE COST TO BRING THE STREET <br />UP TO CITY STANDARDS. HOWEVER~ THIS WOULD HAVE BEEN VERY EXPENSIVE AND THE <br />OWNERS HAVE NOT FELT THAT THEY COULD JUSTIFY THIS LARGE EXPENSE. <br /> <br /> ELEVEN HOUSES HAVE BEEN CONSTRUCTED ON THE WEST SIDE OF THIS RIGHT OF WAY <br />WHICH EXTENDS FROM CHERRY AVENUE TO GROVEr~STREET. THERE ARE ALSO SEVERAL VACANT <br />LOTS ON THIS RIGHT OF WAY WHICH CAN AND WILL BE BUILT ON IF THE STREET IS <br />IMPROVED AND ACCEPTED BY THE CITY. <br /> <br /> WE ESTIMATE THAT THE COST OF CONSTRUCTING A 16t WIDE PAVEMENT FROM CHERRY <br />AVENUE TO GROVE STREET~ A DISTANCE OF I~-60 FEET~ WITH 660 FEET OF GUARD RAIL <br />AT THE SOUTHERN END ON THE STREAM SIDE WILL COST APPROXIMATELY ~9000.00. THE <br />PROPERTY OWNERS HAVE AGREED TO PUT UP ~3~629.88 OF THIS COST. <br /> <br /> AS YOU KNOW UNDER THE PRESENT SUBDIVISION REGULATIONS STREETS CANNOT NOW <br />BE PLATTED AND PUT TO RECORD WITHOUT THE PLANNING COMMISSION'S APPROVAL AND <br />THE OWNERSt AGREEMENT TO DEVELOP THE STREET TO MEET CITY STANDARDS. <br /> <br /> IT IS THE FEELING OF THE STREET COMMITTEE THAT THIS EVER RECURR&NG MATTER <br />SHOULD BE DISPOSED OF IF POSSIBLE AND ~E~ THEREFORE~ RECOMMEND THAT THE CITY <br />ACCEPT THIS STREET INTO THE STREET SYSTEM WITH THE UNDERSTANDING THAT IT IS TO <br />BE PAVED TO A WIDTH OF ~6 FEET~ ~AND"THAT THE CITY WILL NOT BE RESPONSIBLE <br />FOR WATER DAMAGES TO PROPERTIES ALONG THE STREAMj PROVtDED~ OF COURSE~ THAT THE <br />PROPERTY OWNERS WiLL MAKE PRIOR PAYMENT OF THEIR SHARE OF THE COSTS TO THE CITY. <br /> <br /> THE CITY WOULD COMMENCE CONSTRUCTION OF THE STREET WITHIN TtdO MONTHS AFTER <br />PAYMENTS WERE MADE AND WOULD COMPLETE THE WORK WITHIN ~HREE ~EEKS TIME~ WEATHER <br />PERMITTING.
