THE STREET COMMITTEE <br /> <br />REPORTED THAT THIS STREET HAD NOT BEEN GRADED AND STONED TO MEET CITY SPECIFICATIONS <br />AND RECOMMENDED THAT THE REQUEST BE DENIED. ON HOTION BY MR. LEE, SECONDED BY <br /> <br />PONTON, THE FOREGOING RECOMMENDATI.ON WAS UNANIHOUSLY ADOPTED. <br /> <br /> ON MOTION BY MR. MOUNT, SECONDED BY MR. SCRIBNER~ THE FOLLOWING REPORT WAS <br /> <br />UNANIMOUSLY ADOPTED: <br /> <br />JUNE 26, 1964 <br /> <br />To THE MEMBERS OF CITY COUNCIL <br />CITY OF CHARLOTTESVILLE~ VIRGINIA <br /> <br />GENTLEMEN: <br /> <br /> AT A RECENT MEETING OF COUNCIL YOU APPOINTED THIS COMMITTEE TO <br />RECOMMEND A COURSE OF ACTION TO BE USED IN HANDLING THE TAKING OF <br />BLOOD SAMPLES FROM PERSONS ACCUSED OF DRIVING UNDER THE INFLUENCE <br />OF INTOXICANTS. <br /> <br /> AFTER DILIGENT RESEARCH, YOUR COMMITTEE RECOMMENDS THAT THE <br />FOLLOWING PROGRAM BE ADOPTED BY THE CITY OF CHARLOTTESVILLE: <br /> <br /> (1) HAVE AT LEAST FOUR LICENSED REGISTERED NURSES AVAILABLE <br />FOR THE TAKING OF BLOOD SAMPLE$~ ONE OF WHOM SHALL BE ON CALL AT <br />ALL TIRES. THE NURSE SHALL RECEIVE ~0.00 FOR EACH SAMPLE SHE TAKES. <br /> <br /> (2) HAVE SUCH SAMPLES TAKEN AT THE CITY POLICE STATION. <br /> <br /> (3) HAVE THE CiTY PURCHASE THE NECESSARY SUPPLIES FOR <br />STERILIZATION OF THE EQUIPMENT USED TO TAKE THE BLOOD SAMPLES AND <br />FOR THE HANDLING OF THE BLOOD SAMPLES. <br /> <br /> (4) HAVE THE CITY TAKE OUT BODILY INJURY LIABILITY INSURANCE <br />WITH THE CANADIAN UNIVERSAL INSURANCE COMPANY~ LTD. WITH SERVICE <br />OF SUIT CLAUSE NAMING MENDES & MOUNT OF NEW YORK CITY UPON WHOM <br />PROCESS CAN BE SERVED. <br /> <br /> THE COUNTY OF ALBEMARLE HAS AGR~EDTO SHARE THE COSTS OF THIS <br />PROGRAM EQUALLY WITH THE CITY IN RETURN'FOR BEING ABLE TO USE THE <br />NURSES AND FACILITIES FOR BLOOD SAMPLES OF PERSONS ARRESTED IN <br />THE COUNTY. <br /> <br /> ALTHOUGH THE INSURANCE COMPANY IS NOT LICENSED TO DO BUSINESS <br />IN THE STATE OF VIRGINIA IT IS A WHOLLY OWNED SUBSIDIARY OF AMERICAN <br />UNIVERSAL INSURANCE COMPANY WHICH 'IS LICENSED IN THIS STATE AND HAS <br />BESTtS HIGHEST RATING OF EXCELLENT AND THE FINANCIAL RATING OF BBBB+. <br />BECAUSE ~F VIRGINIA INSURANCE, RATE RESTRICTIONS NO COMPANY AUTHORIZED <br />TO DO BUSINESS IN THE STATE OF VIRGINIA WAS ROUND WHICH WOULD UNDER- <br />WRITE THIS COVERAGE. THE ANNUAL MINIMUM PREMIUM WILL BE APPROXIMATELY <br />~400. MR. CAMBLOS ESTIMATES THIS MINIMUM PREMIUM WILL'NOT BE EXCEEDED <br />IN A NORMAL YEAR. THE ONLY LEGAL QUESTION INVOLVED WITH THIS COMPANY <br />WRIT'~NG THE COVERAGE IS THAT IF THERE WAS A CLAIM WHICH THEY REFUSED TO <br />PAY THE CITY WOULD HAVE TO MAKE ITS CLAIM AGAINST THE COMPANY IN NEw <br />YORK CITY.
