ABSENT: NONE. <br /> <br /> A PUBLIC HEARING WAS HELD ON THIS DATE ON A PROPOSAL TO AMEND THE ZONING <br /> <br />ORDINANCE TO ELIMINATE TWO FAMILY DWELLINGS 1N R-1 RESIDENTIAL ZONES AND TO INCREASE <br />THE LOT SIZE AND SIDE YARD REQUIREMENTS FOR TWO FAMILY DWELILINGS IN R-2 ZONES. A <br />NUMBER OF PEOPLE ADDRESSED THE: COUNCIL BOTH IN FAVOR AND IN OPPOSITION TO THE <br />AMENDMENT TO ELIMINATE TWO FAMILY DWELLINGS IN R-1. <br /> <br /> AN ORDINANCE ENTITLED "AN ORDINANCE AMENDING AND REENACTING SECTION 9 OF <br />ARTICLE IV OF APPENDIX II ENTITLED 'USE REGULATIONS' OF THE CODE OF THE CiTY OFL~]~J <br />CHARLOTTESVILLE, 1959, BY THE ADDITION OF A PROVISO TO PARAGRAPH I AND THE DELETION <br /> <br />OF PARAGRAPH 2"~ WAS OFFERED BY MR. SCRIBNER, SECONDED BY MR. SCRIBNER SUGGESTED THAT SECTION 67-3 OF ARTICLE XVl BE AMENDED TO ALLOW <br /> <br />THE BOARD OF ZONING APPEALS TO PERMIT THE COMPLETION AND USE OF ANY DWELLING WHICH <br />WAS SUBSTANTIALLY COMPLETED PRIOR TO JULY 23, ]96Z~ FOR TWO FAMILY USE, PROVIDED) <br />THE OWNER CAN PROVE THAT THE HOUSE WAS DESIGNED AND INTENDED FOR TWO FAMILY USE <br />WHEN CONSTRUCTED. MOUNT, MR. PONTON AND MR. SCRIBNER. ABSENT: MR. HAGGERTY. <br /> <br /> THE MINUTES OF THE MEETINGS OF JULY 20, 1964 AND JULY 23~ 1964 WERE READ AND <br />APPROVED. <br /> <br /> MR. ROBERT MONROE, PRESIDENT OF THE JEFFERSON CABLE CORPORATION ADDRESSED THE <br />COUNCIL AND REQUESTED THAT THE FRANCHISE BE AMENDED TO ALLOW THE CABLE COMPANY <br /> <br />TO FURNISH EDUCATIONAL OR CLOSED CIRCUIT PROGRAMS NOT ORIGINATING FROM A LICENSED <br />TRANSMITTING STATION. MR. BOB STROH ADDRESSED THE COUNCIL IN OPPOSITION TO THIS <br />REQUEST. ACTION ON THIS MATTER WAS DEFERRED UNTIL THE NEXT MEETING. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE CHAMBER OF COMMERCE REQUESTING THE <br />COUNCIL TO SUPPORT A PROPOSAL TO ELIMINATE TELEPHONE TOCL CHARGES BETWEEN CHARLOT- <br />TESVILLE AND SCOTTSVILLE. ON MOTION BY MR. PONTON~ SECONDED BY MR. LEE, THE FOLLOW- <br />ING RESOLUTION WAS UNANIMOUSLY ADOPTED: <br /> <br /> WHEREAS,. THE CHAMBER OF COMMERCE OF THE CITY OF CHARLOTTESVILLE <br /> <br />AND ALBEMARLE COUNTY IN APRIL OF 1963 RE~UESTED THE VIRGINIA TELEPHONE & <br />TELEGRAPH COMPANY TO STUDY THE FEASIBILITY OF ELIMINATING LONG DISTANCE <br />TELEPHONE CHARGES BETWEEN CHARLOTTESVILLE AND ~COTTSVILLE, AND <br /> <br /> WHEREAS, THE TELEPHONECOMPANY HAS ADVISED THAT THE TOLL CHARGES <br /> <br /> <br />
