2 <br /> <br /> Rev. William Johnson, 114 Turtle Creek Road, said there is a big fight going on <br />with the schools and the children are suffering. He said there is a crisis in the education <br />of black and poor children. He said the Superintendent of Schools has the expertise to <br />turn things around. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, referring to the report on the Meadowcreek <br />Parkway, said there should be time between when a report is made to Council and action <br />is taken. He expressed concern about the reimbursement to VDOT if the project is <br />terminated. He suggested that clear language be inserted that repayment would not be <br />required if a no build solution is chosen. <br /> <br /> Ms. Virginia Amiss, 628 Watson Avenue, said that Council needs to stop <br />depending on increased real estate taxes. She said small things such as Art in Place could <br />be cut out of the budget. <br /> <br /> Mr. Curtis Crawford, 1637 Mason Lane, protested Council failure to call <br />increases in assessments real estate tax rate increases. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, the following consent <br />agenda items were approved by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. <br />Hamilton, Mr. Lynch, Mr. Schilling (except that Mr. Schilling abstained on the <br />appropriation of an interfund transfer of golf funds pending investigation of information <br />he requested, and no on the ordinance designating the Oakhurst/Gildersleeve <br />neighborhood as an historic district because while he thinks the concept is good, he <br />would prefer to see an opt-in option). Noes: None (except for Mr. Schilling who voted <br />no on the ordinance designating the Oakhurst/Gildersleeve neighborhood as an historic <br />district). Minutes of January 18 <br /> <br />APPROPRIATION: <br /> <br />$449,905 - Family Drug Treatment Grant <br /> (2nd reading) <br /> <br /> WHEREAS, the U. S Department of Justice Office of Justice Programs awarded a <br />three-year grant for the Charlottesville/Albemarle Family Treatment Drug Court in order <br />to fund salaries, benefits, and operating expenses; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />the sum of $449,905, received as a grant from the U.S. Department of Justice, is hereby <br />appropriated into account 11-230-041194-50111 in the Grants Fund. <br /> <br />c. APPROPRIATION: $40,000 - Pupil Transportation (2nd reading) <br /> <br /> WHEREAS, the Charlottesville School Board has requested the City employ two <br />(2) additional School Bus Operators, and has agreed to reimburse the City for the costs of <br />these positions; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the costs of hiring two (2) School Bus Operators, up to a <br />maximum of $40,000, is hereby appropriated to School Pupil Transportation, account <br />code 05-191-081020-50111.
