2

Mr. O'Connell said he does not want to spend a large amount of money until we
see if the plan works.

Mr. Lynch said that Council should state up front that we find the response time
in the southern part of the City unacceptable and want to take steps to decrease it. He
said it would also be helpful to have the southern parkway and repair of the Jefferson
Park Avenue bridge. He said he appreciates that we can do this with existing resources.
Mr. Lynch asked if the location of a fourth station is predicated on the current three
staying where they are. He said we should look to see if we can serve the City with three
stations. He said we need to look at the long-term maintenance costs of buildings. He
said four stations would be okay if they would be cheaper to maintain than the three we
have now.

Mr. Caravati said he would argue to make the money available.

Ms. Hamilton said we need to start thinking more long term for revenue side
solutions.

Mr. Lynch noted that $1.5 million was previous allocated to Jefferson School, and
he asked for an update on what has been spent so far on window and roof repairs.

Ms. Rochelle Small-Toney, Assistant City Manager, said that $1.128 million
remains in the Jefferson School fund.

Dr. Brown said he is excited about moving forward on the Jefferson School
project.

Referring to a petition regarding Jefferson School, Ms. Hamilton said the petition
indicates that there is concern that there is no strong Council commitment to Jefferson
Schools, but she said she thinks there is a commitment. She said a concept will be
brought back to the community soon.

Mr. Lynch said he was under the impression that we were building up the parking
fund. He asked for information on the amount in this fund.

Responding to a question from Mr. Schilling about the state of the parks facilities
and unmet needs, Mr. Mike Svetz, Director of Parks and Recreation, said that structural
and infrastructure problems have been identified. He said they are embarking on a needs
assessment to get the community' s priorities and a blue print of how to proceed to fix the
problems.

Mr. Schilling said he would prefer to see the $112,000 for Mclntire Park
renovations put into necessary repairs rather than accrue new things and proposed that
this funding be moved.

Responding to a question from Ms. Hamilton, Mr. Svetz said that renovations at
Mclntire Park include adding trails, the retention pond and a new entrance.

Mr. O'Connell said that McIntire Park renovations are basically on hold as
requested by Council until we look at all our parks needs. He said a full blown plan will
be brought back to Council.

Mr. Caravati concurred with Mr. Schilling about moving the funds into other
improvements.

Dr. Brown said he does not want to see money set aside for future Mclntire Park
renovations taken away.

Ms. Hamilton said she is comfortable reprogramming the funds if we have plans
to replace them in the future.
