COUNCIL CHAMBER - April 18, 2005 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />PUBLIC <br /> <br /> Mr. Howard Huffman, Ruckersville, expressed concern that parking was not <br />taken into consideration when Council approved new apartments near the University and <br />he feels this is doing residents a disservice. He said he feels the multicolor decals are a <br />waste of money and they should be called tax receipts which is what they are. <br /> <br /> Ms. Holly Hatcher, 211 Meade Avenue, said an unleashed dog attacked her dog <br />and her in Meade Park. She said she has looked into model dog ordinances and asked <br />that Council look into a leash law and give more definition to dangerous dogs. <br /> <br /> Mr. James Alley, Carlton Avenue, said he would like to start a homeless day <br />shelter and asked that Council approve it. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Caravati, the following consent <br />agenda items were approved by the following vote, with the minutes of March 30 <br />corrected by Mr. Schilling and the minutes of April 4th corrected by Mr. Lynch. Ayes: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling (except that Mr. <br />Schilling voted no on the CDBG/HOME appropriations because of concern about <br />conflict of interest and Dr. Brown abstained from voting on the minutes of April 4 and 5). <br />Noes: None (except Mr. Schilling voted no on the CDBG/HOME appropriations). <br />Abstaining: Dr. Brown on the minutes of April 4 and 5. <br /> <br />CONSENT AGENDA <br /> <br />a. Minutes of March 24, 30(2) and April 4 <br /> <br />b.
