4O5

NOTICE OF SPECIAL MEETING

A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE
HELD ON Friday, September 16, 2005 AT 12:00 noon IN THE Basement Conference
Room.

THE PROPOSED AGENDA IS AS FOLLOWS:

Luncheon meeting with School Board

BY ORDER OF THE MAYOR

BY Jeanne Cox

BASEMENT CONFERENCE ROOM - September 16, 2005

Council met in special session on this date with the following members present:
Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Absent: Dr. Brown.

Ms. Julie Gronlund, Chair of the School Board, provided an update on the
Superintendent search. She said that the search will take longer than initially thought,
and an appointment is now expected by mid-February. She said this will require an
extension from the State Department of Education. She said that a leadership profile will
be developed following community forums and focus groups.

Mr. Schilling asked if Councilors will be involved in the focus groups.

Ms. Gronlund said Councilors can be involved however they would like.

Mr. Schilling said he would prefer to be involved in the small forum for
community leaders. Mr. Schilling asked why not ask for a longer extension from the
Department of Education.

Ms. Gronlund said that in the spirit of following the State law, the School Board
is only asking for an extension based on what is needed.

Mr. Schilling asked how difficult it will be to get another extension at the last
minute if something happens and the time frame cannot be met.

Ms. Gronlund said that the State has indicated a strong willingness to work with
the School Board.

Ms. Hamilton asked if there will be any conflict with the search for a
Superintendent in Albemarle, but Ms. Gronlund said they are probably looking for a
different type of Superintendent.

Ms. Gronlund said the candidates will be narrowed to five finalists who will be
interviewed and then narrowed down to three. She said no decision has been made on
including the public and staff in the interview process. She said the School Board has to
balance the need for community input and confidentiality.

Mr. Caravati asked if there is a plan to use the School Board Advisory
Committee.

Ms. Gronlund said they will be invited to take part in the focus groups.

Mr. Ned Michie, School Board member, said some of the Advisory Committee
members could be invited to interview if that is the decision of the School Board. He
said that some candidates will not apply if there is no confidentiality.

Mr. Caravati said he understands somewhat the need for confidentiality, but given
the recent experience with the former Superintendent, he will be a little gun shy about
repeating how this was done before. He said the public is an important element.
