GRANTED <br />UNANIMOUSLY APPROVED. <br />THE FOLLOWING REPORT WAS PRESENTED: <br />AUGUST 24, 1956 <br />TO THE CITY COUNCIL <br />CHARLOTTESVILLE, VIRGINIA <br />GENTLEMEN: <br />YOUR COMMITTEE TO STUDY THE NEEDS OF A NEW MUNICIPAL BUILDING OR BUILDINGS <br />WISHES TO REPORT THAT, IN THEIR OPINION, THERE IS AN URGENT NEED IN THIS CITY <br />REPORT RE: NEEDS OF FOR A NEW MUNICIPAL BUILDING OR BUILDINGS. <br />NEW MUNICIPAL BUILDING <br />AT THE PRESENT TIME MUNICIPAL OFFICES ARE LOCATED IN SEVERAL BUILDINGS IN <br />DIFFERENT SECTIONS OF THE CITY, FOR INSTANCE, THE WELFARE DEPARTMENT, HEALTH <br />DEPARTMENT AND JUVENILE AND DOMESTIC RELATIONS COURT ARE LOCATED IN THE MIDWAY <br />BUILDING TEN BLOCKS FROM CITY HALLS THE CORPORATION COURT AND THE CORPORATION <br />COURT CLERK S OFFICE ARE LOCATED IN THE COUNTY BUILDINGS ON A RENTAL BASIS THE <br />POLICE DEPARTMENT, THE POLICE JUSTICE AND THE POLICE LOCK-UP ARE LOCATED IN <br />THE ARMORY ANNEXE THE SCHOOL BOARD OFFICES ARE LOCATED IN THE FIELD HOUSE AT <br />VENABLE SCHOOLS AND ALL THE OTHER OFFICES SUCH AS: THE COMMISSIONER OF REVENUE, <br />TREASURER, ASSESSMENT BOARD, DIRECTOR OF FINANCE, ENGINEERING AND INSPECTION <br />DEPARTMENT AND CITY MANAGER'S OFFICE ARE LOCATED IN THE PRESENT CITY HALL. IN <br />MOST ALL INSTANCES OFFICES NOW BEING USED FOR MUNICIPAL PURPOSES ARE OVERCROWDED <br />AND INADEQUATE FOR EFFICIENT OPERATION. AS HAS BEEN POINTED OUT BY THE JUDGE OF <br />THE CORPORATION COURT, ONE OF THE MOST URGENTLY NEEDED FACILITIES IS A CORPORATION <br />COURT ROOM AND CLERK'S OFFICE. THE CORPORATION COURT NOW SHARES THE COURT ROOM <br />WITH THE CIRCUIT COURT OF ALBEMARLE COUNTY, AND BOTH OF THESE COURTS HAVE GROWN <br />UNTIL IT IS NOW IMPOSSIBLE FOR THE COURT ROOM TO ADEQUATELY SERVE BOTH OF THESE <br />COURTS. AS A RESULT, THE CORPORATION COURT OFTEN FINDS IT NECESSARY TO HOLD ITS <br />COURT IN SOME OTHER PLACE. THE CORPORATION COURT CLERK'S OFFICE IS NOW TOO SMALL <br />TO ACCOMMODATE ALL THE RECORDS AND TO PROVIDE WORKING SPACE FOR THE PERSONNEL ANO <br />ATTORNEYS. <br />IT IS THEREFORE OUR RECOMMENDATON THAT A NEW MUNICIPAL BUILDING OR BUILDINGS <br />BE CONSTRUCTED AS SOON AS POSSIBLE AND THAT THESE BUILDINGS BE SO DESIGNED SO AS <br />TO INCLUDE AlL OF THE CITY GOVERNMENT NEEDS. IT IS FURTHER RECOMMENDED THAT A <br />LARGE AUDITORIUM, ADEQUATE TO MEET THE NEEDS OF THE COMMUNITY, BE INCLUDED. <br />WE WOULD ALSO RECOMMEND THAT IF IN THE JUDGEMENT OF THE COUNCIL IT IS <br />INADVISABLE TO CONSTRUCT A COMPLETE OFFICE BUILDING, CONSIDERATION BE GIVEN TO <br />THE IMMEDIATE CONSTRUCTION OF A COURT HOUSE, INCLUDING THE CLERK'S OFFICE. <br />RESPECTFULLY SUBMITTED, <br />$.
