~1~~ <br />THE CITY: (1) TO CLOSE THE SCHOOLS, ~2) TO CONTINUE OPERATION OF THE SCHOOLS <br />IN ACCORDANCE WITH THE COURTS ORDER BUT WITHOUT STATE FUNDS AND CONSEQUENTLY <br />IN A HIGHLY INEFFICIENT MANNER WITH GREAT LOSS OF TRAINED PERSONNEL AND <br />LOWERING OF STANDARDS OR (3) AN INCREASE OF APPROXIMATELY SEVENTY CENTS PER <br />700.00 OF VALUE IN THECITY TAX RATE TO RAISE THE APPROXIMATELY 284,000.00 <br />ANNUALLY NOW PROVIDED BY STATE FUNDS, IN WHICH EVENT THE CITIZENS OF THIS CITY, <br />HAVING PAID THEIR SHARE OF THE TAXES OUT OF WHICH THE STATE FUNDS ARE RAISED <br />WOULD BE COMPELLED TO PAY APPROXIMATELY THIS AMOUNT IN TAXES A SECOND TIME BY <br />REASON OF THE ENACTMENT OF THE GOVERNORS PROGRAM, AND <br />HAVING CONSIDERED NUMEROUS STATEMENTS OF LEGISLATORS, ORGANIZATIONS <br />AND INDIV'IDUAIS IN OPPOSITION TO THE GOVERNORrS PROGRAM, PARTICULARLY THE <br />F-NE STATEMENTS OF THE HON. COLLATE W. DARDEN, PRESIDENT OF THE UNIVERSITY <br />OF VIRGINIA AND FORMER GOVERNOR OF THE STATE, OF THE HON. DABNEY S. LANCASTER, <br />FORMER STATE SUPERINTENDENT OF PUBLIC INSTRUCTION, AND OF THE ENTIRE DELEGATION <br />FROM THECITY OF NORFOLK TO THE GENERAL ASSEMBLY, <br />THEREFORE RESOLVES THAT THIS COUNCIL IS OPPOSED TO THE ENACTMENT OF THE <br />AMENDMENTS TO THE APPROPRIATION ACT AS PROPOSED BY THE GOVERNOR AND THAT IT <br />FAVORS TkE ENACTMENT OF A STUDENT ASSIGNMENT PLAN DESIGNED TO PRESERVE THE <br />PRESENT EFFICIENCY OF THE PUBLIC SCHOOL SYSTEM, AND IT URGES THE REPRESENTATIVES <br />OF THIS CITY IN THE GENERAL ASSEMBLY TO VOTE ACCORDINGLY <br />RESOLVED FURTHER THAT COPIES OF THIS RESOLUTION BE SENT TO EACH MEMBER <br />OF THE GENERAL ASSEMBLY. <br />ON MOTION 8Y MR. WEINBERG, SECONDED BY MR. HILL, THE COUNCIL VOTED TO GO <br />INTO EXECUTIVE SESSION BY THE FOLLOWING RECORDED VOTE: AYES: MR. COLEMAN , <br />EXECUTIVE SESSION <br />MR. DAVIS, MR. HILL, MR. MICHIE AND MR. WEINBERG. NOES: NONE. <br />MR. FENDALL ELLIS ADDRESSED THE COUNCIL AND STATED THAT HE HAD BEEN UNABLE <br />MATTER RE: CATHERINE BROWN TO ACQUIRE THE CATHERINE T. BROWN PROPERTY AT THE PREVIOUSLY ESTIMATED PRICE, <br />PROPERTY FOR SCHOOL PURP05ES <br />BUT THAT IT COULD BE BOUGHT FOR 6,000.00 ANO RECOMMENDED THAT THi5 PROPERTY <br />BE PURCHASED AT THIS PRICE. ON MOTION BY MR. MICHIE SECONDED BY MR. HILL, THE <br />FOREGOING RECOMMENDATION WAS UNANIMOUSLY APPROVED. <br />MR, EDWIN LEE ADDRESSED THE COUNCIL WITH REFERENCE TO THE PURCHASE OF SOME <br />REQUEST TO PURCHASE CITY CITY OWNED PROPERTY. MR. LEE REQUESTED THE COUNCIL TO SET A PRICE ON THIS <br />OWNED PROPERTY FROM <br />EDWIN LEE REFERRED TO PROPERTY, AND PERMIT HIM TO TAKE AN OPTION UNTIL HE CAN WORK OUT SOME OTHER <br />SPECIAL COMMITTEE. <br />DETAILS. A MOTION BY MR. MICHIE, SECONDED BY MR. HILL, THAT THIS REQUEST BE <br />REFERRED TO A COMMITTEE FOR STUDY AND RECOMMENDATIONS WAS UNANIMOUSLY ADOPTED. <br />THE MAYOR APPOINTED MR. BRWEN, MR. COLEMAN AND MR.
