<br /> 1 <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, January 3, 2006 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – January 3, 2006 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Dr. <br />Brown, Mr. Caravati, Ms. Hamilton, Mr. Schilling. Noes: None. Absent for the vote: <br />Mr. Lynch) to meet in closed session for discussion and consideration of prospective <br />candidates for appointment to City boards and commissions and Director of Finance, as <br />authorized by Section 2.2-3711(A)(1) of the Virginia Code; discussion of a personal <br />matter not related to public business, in order to protect the privacy of a specific <br />individual, as authorized by Section 2.2-3711(A)(4) of the Virginia Code; and for <br />consultation with legal counsel regarding the negotiation of a cost sharing agreement with <br />Albemarle County for the Juvenile and Domestic Relations District Court improvement <br />project, as authorized by Section 2.2-3711(A)(7) of the Virginia Code. <br /> <br />COUNCIL CHAMBER – January 3, 2006 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />: RECOGNIZING DELEGATE VAN YAHRES; GFOA <br />BUDGET AWARD; HUNGER CHAMPION AWARD <br /> <br /> Dr. Brown presented the Government Financial Officer’s Association Budget <br />Award to Leslie Beauregard, Budget Manager, and Aubrey Watts, CFO. <br /> <br /> Dr. Brown presented the Hunger Champions recognition to Robert Cox, Sue <br />Moffett and Brian Henderson from the Department of Social Services. <br /> <br /> Dr. Brown read a proclamation recognizing outgoing Delegate Mitchell Van <br />Yahres. <br /> <br />PUBLIC <br /> <br /> Mr. Dale Chadwick, 101 Inglewood Court, said it is disturbing to him that the <br />City is planning to hold the course regarding the diverter on North Berkshire Road. He <br />said he hopes Council will reconsider the matter. <br /> <br /> Mr. Chris Gensic, 1014 Bolling Avenue, representing the Belmont Neighborhood <br />Association, requested that the speed limit on Monticello Avenue be lowered to 25 mph, <br />not 30 mph. <br /> <br /> Mr. Maurice Cox, 702 Ridge Street, said he would like to bring a challenge to <br />Council regarding connecting downtown to West Main Street. He expressed concern that <br />the Federal building is now barricading itself which he sees as further erosion of public <br />ground in one of our most visible intersections. He said development on West Main <br />Street should be guided by a thoughtful plan. He said Council will be considering closing <br />South Street and moving the Lewis and Clark statue in the near future. He asked Council <br /> <br />
