4 <br />domain proceedings pursuant to Titles 15.2 and 25.1 of the Code of Virginia as may be <br />necessary to gain entry to and acquire title to the above-described Easement, and to <br />execute any such documents as may be necessary for those proceedings. <br /> <br />APPROPRIATION <br />: $14,508 – PROSPECT/ORANGEDALE-WILLOUGHBY <br />SHOPPING CENTER SHUTTLE <br /> <br /> Mr. Bill Watterson, Transit Manager, explained that bus Route 12 was <br />discontinued for budgetary reasons as it was the least utilized route in the system. He <br />said the residents in the area want an option, and this was an attempt at a quick fix <br />solution. He said the proposal is for JAUNT to provide shuttle service on a scheduled <br />basis with four round trips a day for the balance of the fiscal year. He said longer term <br />solutions will be explored in the Transit Development Plan. <br /> <br /> Mr. Caravati asked if a demand service would be better, but Mr. Watterson said <br />that citizens have expressed an aversion to having to call for service. He said this strikes <br />a balance. <br /> <br /> Mr. Schilling asked if there will be a fare for this service, and Mr. Watterson said <br />the fare will be the same as current services. <br /> <br /> Mr. Schilling asked about the estimated revenue, and Mr. Watterson said he <br />would expect only a couple hundred dollars at most. <br /> <br /> Mr. Lynch said he is glad to see the County acknowledging the need to get a route <br />th <br />to their 5 Street Office Building. He suggested that whenever we make route changes <br />that we make the service free for the first few weeks to build ridership. <br /> <br /> Mr. Watterson said that can be done if Council wants. <br /> <br /> Ms. Hamilton said that may be a good idea, but she said there is no need for <br />incentives in this case. She said these people were cut off from the rest of the City when <br />the route was cut. <br /> <br /> Dr. Brown said this is a real problem for people in this area, and he hopes that this <br />stop gap measure will address the issue. <br /> <br /> Ms. Hamilton thanked the Mayor for convening the meeting with the <br />neighborhood and CTS, and Ms. Rochelle Small-Toney for facilitating the discussion. <br /> <br /> Mr. Lynch moved the appropriation of $14,508 for the Prospect/Orangedale- <br />Willoughby Shopping Center Shuttle, and asked that this route be free for the first week. <br />Ms. Hamilton seconded the motion, and the appropriation was carried over to the next <br />meeting for consideration. <br /> <br />ORDINANCE <br />: CREATING RUGBY ROAD/UNIVERSITY AVENUE/VENABLE <br />NEIGHBORHOOD DESIGN CONTROL DISTRICT <br /> <br /> Ms. Mary Joy Scala, Planner in Neighborhood Development Services, explained <br />that this would be the eighth preservation district in the City. She said that several <br />options have been discussed since the proposed district was first presented to the BAR in <br />May 2005. She said that options 2 and 2B are most similar to the recommendation put <br />forth in July 2005 by a special Rugby Subcommittee of Planning Commissioners, BAR <br />members, and the Mayor. The Planning Commission has recommended Option 2, which <br />designates the entire area as an ADC District, except within the area zoned R-UHD, <br />where no contributing structure shall be subject to BAR review of demolitions. <br /> <br /> Responding to a question from Ms. Hamilton, Ms. Scala said Council could vote <br />on any of the four options. <br /> <br /> Responding to a question fro Ms. Hamilton, Ms. Scala said that those properties <br />graded 1 through 3 are contributing structures, and those graded 4 are non-contributing. <br /> <br />
