He noted that properties are required to be valued at market
value. He said the proposal in the budget is to reduce the tax rate from $1.05 to $1.03.

The public hearing was opened.

Ms. Bettie Amiss, 1501 Chesapeake Street, said she is thankful for the reduction
to $1.03. She asked that Council look at the formula for eligibility in the tax relief
program and reword it to make the threshold asset total value more equitable.

Mr. Jim Moore, 1213 Hazel Street, proposed an improved tax assessment notice
that would include resulting taxes. He said he has previously proposed this and asked
Council to check on the status of the request. He said the use of the term “effective tax
rate” included in the published notice confuses people and said it should be described in
terms of increasing taxes.

Mr. Peter Kleeman, 407 Hedge Street, referring to the change in assessments for
personal property tax, said that Mr. Schilling discussed and there was agreement about
shifting the new revenues from the real to the property taxes. He said it appears Council
is maintaining the agreed upon baseline.
