<br /> 96 <br /> Mr. Watts said that funds for certain projects are not available when the CIP is <br />adopted, and the bonds are issued when the market conditions are best and when there is <br />a need for it. Mr. Watts said the time lag depends on the project. <br /> <br /> Regarding the Farmer’s Market, Mr. Lynch said Council is on record that it will <br />find an alternate site when the Water Street lot is developed. He said the City will get <br />paid for the site and he feels that is the appropriate time to allocate those funds for the <br />Market. <br /> <br /> Mr. Watts said the City will get money for the sale of the site unless it gets taken <br />up in infrastructure. He said we first need to relocate the Market before the sale. He said <br />the funds show that we want to make the Market a special place. <br /> <br /> Mr. Lynch said if that happens we can take funds out of the Strategic Initiative <br />Fund, but he expects we probably will not even need to do this. <br /> <br /> Mr. Schilling said he shares the same concern and supports taking the funding <br />out. <br /> <br /> It was agreed the issue will be flagged and discussed later. <br /> <br /> Mr. Caravati said he thinks it is a wise investment and a small amount of money. <br />He said it allows us to take serious steps to find a new site. He said he would not support <br />taking it out of Strategic Initiatives. He said funding could be put off a year. <br /> <br /> Dr. Brown said he thinks the money designated will help with the Market. <br /> <br /> Responding to a question from Mr. Schilling, Mr. Watts said the balance in the <br />Strategic Initiatives Fund is approximately $3.4 million. <br /> <br /> Mr. Lynch said he supports the Farmers Market. <br /> <br /> Mr. Lynch said he has been a big proponent of sidewalks, but he would argue that <br />we need more in drainage. He recommended that of the $500,000 for new sidewalks that <br />$100,000 be put in drainage. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Services, pointed out that the recent <br />report to Council showed that $400,000 a year is needed for sidewalks to stay even and <br />$500,000 to $600,000 is needed to catch up. <br /> <br /> Mr. Schilling asked what is happening with the policy about no longer tolerating <br />trucks on sidewalks. <br /> <br /> Mr. Tolbert said the biggest problems are with Fed Ex and UPS. <br /> <br /> Mr. Schilling asked the Police Chief if enforcement has been stepped up, and <br />Chief Tim Longo said that the majority of tickets issued for this offense are downtown <br />and at the Corner. He said the Department is carrying a vacancy in the area of parking <br />enforcement, but they are doing the best they can.. <br /> Mr. Lynch said the amount for sidewalks is a matter of perspective, and the issue <br />is how much can we afford. He said a big increase is proposed. <br /> <br /> Mr. Schilling said Mr. Lynch makes sense given the backlog. He said we should <br />get that under control before we build new ones. <br /> <br /> Dr. Brown said new sidewalks are needed in places like Old Lynchburg Road, <br />and he would prefer to leave the funding in. <br /> <br /> Ms. Hamilton agreed to Mr. Lynch’s proposal. <br /> <br /> Mr. Schilling asked about the specifics for the $700,000 for Comprehensive Plan <br />implementation. <br /> <br />
