<br />COUNCIL CHAMBER – May 15, 2006 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Absent: Dr. Brown. <br /> <br />ANNOUNCEMENTS <br /> <br /> <br />Mr. Lynch said there will be a press conference at 11:00 a.m. on Thursday with <br />local ministers who will be raising funds to assist in the rebuilding of Charlottesville <br />Church of Christ following the recent fire and a nondenominational service on Sunday at <br />Mt. Zion Baptist Church. <br /> <br /> Mr. Lynch said the School Board Elections Task Force will be holding a public <br />hearing on Thursday in Council Chamber. <br /> <br />th <br /> Mr. Lynch said there will be a meeting of the Meade Park Committee on June 10 <br />at 9:00 a.m. to discuss the future of Meade Park. <br /> <br />th <br /> Mr. Lynch announced that the resolution designating 4 Street, N.E. as permit <br />parking has been removed from the Council agenda. <br /> <br />AWARDS/RECOGNITIONS <br />: BUSINESS APPRECIATION WEEK <br /> <br /> Mr. Lynch presented the Business Appreciation Week proclamation. <br /> <br /> Mr. Lynch announced that the Charlottesville High School band recently <br />competed in the Fiesta Bowl Competition and the Wachovia Cup for Athletics. <br /> <br />PUBLIC <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, asked that comments made by the <br />Albemarle County Board of Supervisors Chair regarding a possible delay in funding for <br />the Meadowcreek Parkway be clarified. She said consulting work should be discontinued <br />on the Meadowcreek Parkway interchange as the work will be outdated if the project is <br />delayed. <br /> <br /> Mr. John Pfaltz, 1503 Rugby Road, said he will try to avoid making <br />unsubstantiated comments, but said getting complete information is difficult. He asked <br />who is receiving the $50 million in social service benefits. He said this needs to be <br />thoroughly explained before embarking on a new affordable housing program. <br /> <br /> Ms. Kay Slaughter, an attorney with the Southern Environmental Law Center, <br />presented a report to Council on retail overload in Albemarle County. <br /> <br /> Mr. Morgan Butler, an attorney with the Southern Environmental Law Center, <br />summarized the retail overload report. He said there will be over three times the amount <br />of retail built in Albemarle County than what can be absorbed in the next ten years. He <br />said Albemarle County is being asked to delay rezonings and to phase in the rate of <br />growth. He said this retail overload will affect the City of Charlottesville. <br /> <br /> Ms. Alison Ruffner, 735 Graves Street, expressed concern that the City Code is <br />being neglected for certain commercial businesses in Belmont. She said we need to look <br />at how we do development and need to create a free market. <br /> <br /> Mr. Jim Moore, 1213 Hazel Street, recognized and thanked John Pfaltz for the <br />time he has spent reviewing City Link. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Ms. Hamilton, seconded by Mr. Caravati, the following consent <br />agenda items were approved by the following vote.
