<br />COUNCIL CHAMBER – June 19, 2006 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />ANNOUNCEMENTS <br /> <br /> Dr. Brown announced the recent death of Assistant City Manager, Linda Peacock. <br /> <br /> Mr. Caravati said that he has worked with Ms. Peacock for 20 years and has never <br />found a better public servant. He said he has a great deal of respect for her. <br /> <br /> Mr. O’Connell said Ms. Peacock was a fighter and an optimist, and gave her work <br />time, energy and personal care. He said she was persistent in advocating for her ideals <br />and she loved Charlottesville. <br /> <br /> Mr. O’Connell said that a drought watch has been declared and voluntary water <br />restrictions are being requested of citizens. He said that if there is no change we will <br />have to go to mandatory water restrictions. <br /> <br />AWARDS/RECOGNITIONS <br />: CHS WOMEN’S SOCCER TEAM <br /> <br /> Dr. Brown introduced members of the Charlottesville High School Women’s <br />Soccer Team, and congratulated them on their remarkable season. <br /> <br /> Dr. Brown said this will be the final meeting for outgoing Councilors Caravati <br />and Schilling. He said Mr. Schilling quickly made his mark in Charlottesville with a <br />distinctive style. He said he put a lot of time into things he believed in, and pointed to the <br />elected School Board as a major accomplishment during his term. <br /> <br /> Mr. Schilling thanked Dr. Brown for his kind remarks. He said it has been an <br />honor to serve for four years, and he feels that a great deal has been accomplished <br />working with citizens. He said the greatest gift of his four years of service was <br />friendships. He said people have been the focus of his work. He acknowledged staff, <br />Council, and City management, and said he has enjoying working with all of them as <br />individuals. He thanked his wife, Joan, for her support. <br /> <br /> Dr. Brown said Council will be a different place without Mr. Caravati after his <br />eight years on the Planning Commission, eight years on Council, and service on the <br />Board of Architectural Review. He said he deserves a lot of credit and thanks for the <br />City’s success. <br /> <br /> Mr. Caravati said he has served in an appointed or elected position for 20 years. <br />He said service is about honor and duty in the community. He said he has also tried to <br />interject humor. He said it has been a privilege to serve citizens and to work with a <br />dedicated City staff. He said he will continue to serve the City. <br /> <br /> Mr. Caravati and Mr. Schilling were presented with plaques from the Mayor and <br />City Manager. <br /> <br />PUBLIC <br /> <br /> Ms. Naomi Roberts, 1140 St. Clair Avenue Extended, made tribute to Mr. <br />Schilling. She said he has not been afraid to stand up for what he believes, and has taken <br />a beating for doing so. She said he scrutinized the budget and got an elected School <br />Board. She thanked him for caring about all City residents. She said citizens are being <br />taxed out of their homes. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, President of the North Downtown <br />Residents Association, said that Council recently overruled the Board of Architectural <br />Review regarding the Sadler Court apartments, and another developer is now asking for <br />an appeal of a decision regarding demolition on Main Street.
