<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Thursday, July 13, 2006 AT 5:00 p.m. IN THE Visitor’s Center, downtown <br />mall side of Market Street Parking Garage. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />5:00 – 6:30 p.m. Work Session with Planning Commission: Comprehensive Plan <br />6:30 – 8:00 p.m. Work Session with Board of Architectural Review: Discussion <br />of development issues related to the downtown mall, particularly conflicts <br />between the zoning ordinance and the BAR guidelines. <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />VISITOR’S CENTER – July 13, 2006 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />Work Session with Planning Commission: Comprehensive Plan <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said that the <br />purpose of the meeting is to discuss neighborhood related issues that Council and the <br />Planning Commission may want changed in the Comprehensive Plan. <br /> <br />Woolen Mills Neighborhood <br /> <br /> Mr. Tolbert said that the Woolen Mills residents would not like to see more <br />manufacturing in the neighborhood even though much of the area is zoned <br />manufacturing. He said that it must be shown that conditions have changed and the area <br />is different than it was five years ago in order to downzone property. Mr. Tolbert said <br />that the first step in the process would be to change the Land Use Plan which would then <br />guide future rezonings. <br /> <br /> Mr. Mike Farruggio, Planning Commissioner, asked if there is any way to require <br />a buffer between the manufacturing and residential areas, and Mr. Tolbert said probably <br />not. <br /> <br /> Mr. Lynch said he would be hesitant to rezone all the industrial zoned areas as we <br />need those in the City and this area is fairly well suited for that zoning. He said we <br />should think about the transportation element as we think about land use, and suggested <br />considering an alternative road from Meade to Franklin that would cut the industrial <br />zoned area in half, and one of the halves could be converted to residential and the other <br />could remain industrial. <br /> <br /> Mr. Bill Lucy, Planner Commissioner, said that downzoning from industrial to <br />mixed use would probably increase the value of the land. <br /> <br /> Mr. Farruggio said that transportation is one of the larger problems in the <br />neighborhood. <br /> <br /> Dr. Brown asked about the demand for industrial/manufacturing properties and <br />the amount of land zoned industrial in the City. He said demand is obviously a factor. <br /> <br /> Mr. Tolbert said the City has not had a request in seven years to rezone to <br />manufacturing. He said the uses now are more heavy commercial or mixed use. <br /> <br /> Mr. Lynch said he thinks the real demand is for B-2 and B-3 zoned properties, <br />and noted that M-1 land has been used for those purposes. <br /> <br /> <br />
