3 <br /> <br /> Mr. Lynch said the City Manager’s employment agreement will be taken up at the <br />next meeting. He said we may want to look at the penalties in the water conservation <br />ordinance, but noted that they may be at the maximum allowed by State law. <br /> <br /> Dr. Brown thanked Mr. Kleeman for announcing the transit work session. He <br />said staff will try to bring closure to the Steephill Street issue. He said he agrees with the <br />comments about Jefferson School and takes some of the blame for the delay. He said he <br />has not found it an easy thing to get seven people to represent the community in which <br />people will have faith. <br /> <br />CONSENT AGENDA <br /> <br /> Dr. Brown said that the Resolution approving the City Manager’s employment <br />contract has been postponed to the next meeting. <br /> <br /> Mr. Lynch removed the ordinance regarding restrictions on CIDA financing from <br />the consent agenda. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Taliaferro, the following consent <br />agenda items were approved by the following vote. Minutes of October 20 and November 3, 4 and 5 <br /> <br />nd <br />APPROPRIATION <br />b. : $70,000 – Stormwater Stewardship Grant (2 reading) <br /> <br />WHEREAS, <br />The City of Charlottesville has received the Stormwater <br />Stewardship on Public Lands” Grant from the National Fish and Wildlife Foundation in <br />the amount of $35,000 in Federal Funds; and <br /> <br />WHEREAS <br /> , several City departments and the City Schools will provide a local <br />cash match of $35,000 towards this grant; and <br /> <br />WHEREAS, <br />in-kind matches, totaling $22,185, will be dedicated to the project <br />from City and outside agencies partnering with the program; and <br /> <br />WHEREAS <br />, the grant award period covers the period 10/1/06 through 6/30/07. <br /> <br />NOW, THEREFORE BE IT RESOLVED <br />by the Council of the City of <br />Charlottesville, Virginia that the sum of $70,000 is hereby appropriated in the following <br />manner and is conditioned upon receipt of $35,000 from the National Fish and Wildlife <br />Foundation and $35,000 in cash matches from City Departments and the City Schools: <br />Revenues - $70,000 <br />$35,000 Fund: 211 Internal Order: 1900069 G/L Account: 431110 <br />$10,000 Fund: 211 Internal Order: 1900069 G/L Account: 432085 <br />$25,000 Fund: 211 Internal Order: 1900069 G/L Account: 498010 <br />Expenditures - $70,000 <br />$70,000 Fund: 211 Internal Order: 1900069 G/L Account: 530670 <br /> <br />nd <br />APPROPRIATION <br />c. : $73,687 – Homeland Security Grant (2 reading) <br /> <br />WHEREAS, <br /> the Virginia Department of Emergency Management has awarded <br />the City of Charlottesville the 2005 Homeland Security Local Preparedness Grant in the <br />amount of $73,687 to be shared equally between the Police and Fire Departments; and <br /> <br />WHEREAS, <br /> the grant award covers the period from October 6, 2006 to January <br />31, 2007. <br /> <br /> NOW, THEREFORE BE IT RESOLVED <br /> by the Council of the City of <br />Charlottesville, Virginia, that the sum of $73,687, received as a grant from the <br /> <br />
