<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, December 4, 2006 AT 5:30 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – December 4, 2006 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Norris, seconded by Dr. Brown, Council voted (Ayes: Dr. <br />Brown, Mr. Norris, Mr. Taliaferro. Noes: None. Absent for the vote: Ms. Hamilton and <br />Mr. Lynch) to meet in closed session for discussion of the annual performance evaluation <br />of the City Manager, and for discussion and consideration of prospective candidates for <br />appointment to City boards and commissions, as authorized by Section 2.2-3711(A)(1) of <br />the Virginia Code; and for consultation with legal counsel for the provision of legal <br />advice regarding the negotiation of a cost sharing agreement with Albemarle County and <br />the Rivanna Solid Waste Authority for Authority operational costs, as authorized by <br />Section 2.2-3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Mr. Norris, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – December 4, 2006 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Ms. Hamilton announced that the Housing Authority is officially off of “troubled” <br />status. <br /> <br /> Mr. Norris announced that the Sustainability Committee will hold a kickoff event <br />th <br />on January 18 from 4:00 – 7:00 p.m. <br /> <br />PUBLIC <br /> <br /> Mr. Steve Cooper, 2230 Homestead Farm Road, Free Union, Chapter Chair of <br />SCORE, explained that SCORE is a volunteer organization whose mission is to help <br />small businesses and non-profits. He said their services are free and they currently have <br />25 volunteers in Charlottesville. <br /> <br /> Mr. Wilbur Crews, 612 Grove Avenue, expressed concern about bus drivers not <br />putting transfer slips in the appropriate box, using cell phones, and eating while driving. <br />He said you cannot count on the bus schedules. He said these small things need to be <br />fixed before you can do big things with the system. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, said that while information was available <br />on the website for all Consent Agenda items, she had to contact department heads for <br />answers to her questions. <br /> <br />
