~~ <br />368 <br />WE KNOW THAT DURING THE NEXT FEW YEARS MORE TAX MONEY WILL BE NEEDED FOR THE <br />OPERATION OF THE EDUCATIONAL SYSTEM THAN WOULD HAVE BEEN NECESSARY UNDER THE <br />FORMER SYSTEM MAINLY BECAUSE THE PUBLIC SCHOOLS ARE SET UP AND MUST REMAIN SO, <br />TO TAKE CARE OF ANY LOCAL CHILD WHO WISHES TO ATTEND THEM AND SECONDLY BECAUSE <br />TAX MONEY IS NOW AVAILABLE TO ANY CHILD WHO ATTENDS ANY PRIVATE SCHOOL WHICH <br />IS NOT A CHURCH OR SECTARIAN SCHOOL. IN THE PAST THIS HAS NOT BEEN TRUE SINCE <br />ANY ONE WHO WISHED TO SEND HIS CHILDREN TO A PRIVATE SCHOOL WAS REQUIRED TO PAY <br />FOR SUCH EDUCATION HIMSELF. <br />IT FOLLOWS, THEREFORE, THAT MORE TAX MONEY WILL BE NEEDED, HOWEVER, PART <br />OF THIS COST WILL BE OFFSET BY THE FACT THAT ADDITIONAL BUILDINGS WILL NOT BE <br />NEEDED IN THE IMMEDIATE FUTURE AND THAT THE INCREASE IN POPULATION WILL TEND TO <br />EQUALIZE THE PER PUPIL RATIO WITHIN THE NEXT FEW YEARS. <br />WE BELIEVE THAT THE MAJORITY OF THE PEOPLE IN THIS CITY SUPPORT THE "FREEDOM <br />OF CHOICE" AND ARE WILLING TO ACCEPT THIS ADDITIONAL OBLIGATION. WE IN THE <br />COUNCIL CERTAINLY AGREE AND IT SHOULD BE POINTED OUT THAT WE, THE COUNCIL ANO <br />THE CITY OFFICIALS AND EMPLOYEES ARE ALSO TAXPAYERS AND THAT WE HAVE THE SAME <br />INTEREST IN A LOW TAX RATE AS THE REST OF THE CITIZENS OF OUR FINE CITY. <br />WE URGE THAT ALl OF THE CITIZENS OF THIS COMMUNITY ACCEPT THE FACTS AS THEY <br />EXIST AND THAT WE ALL WORK TOGETHER IN HARMONY AND COOPERATION - A POLICY WHICH <br />HAS MADE OUR COMMUNITY SUCH A FINE PLACE IN WHICH TO LIVE THROUGHOUT THE PAST <br />YEARS. <br />A COMMUNICATION WAS PRESENTED FROM THE VIRGINIA STATE CHAMBER OF COMMERCE <br />UNANIMOUSLY <br />RESOLVED; THAT THE CITY MANAGER BE DIRECTED TO ADVISE THE <br />REQUEST RE: DAYLIGHT SAVING REQUESTING AN EXPRESSION FROM THE COUNCIL REGARDING DAYLIGHT SAVING TIME FOR <br />TIME <br />VIRGINIA NEXT YEAR. ON MOTION 8Y MR. DAVIS, SECONDED BY MR. COLEMAN, IT WAS <br />RESOLUTION FAVORING VIRGINIA STATE CHAMBER OF COMMERCE THAT THE COUNCIL FAVORS <br />DAYLIGHT SAVING TIME <br />DAYLIGHT SAVING TIME. <br />MATTER RE: EXTENSION CHERRY AVENUE <br />PLANS FOR THE EXTENSION OF CHERRY AVENUE FROM RIDGE STREET EAST TO <br />ELLIOTT AVENUE, WERE PRESENTED AND DISCUSSED, HOWEVER, NO ACTION WAS TAKEN. <br />THE WELFARE REPORT FOR THE MONTH OF AUGUST, 1959 was PRESENTED AND ORDERED <br />WELFARE REPORT PRESENTED.
