ALl THESE REQUESTS AND RECOMMENDATIONS ARE INVESTI- <br />GATED, DISCUSSED AT LENGTH AND EVALUATED IN RELATION TO OUR <br />OVER-ALl CITY OPERATION. MANY HOURS OF WORK GO iN TO <br />ESTABLISHING AN EQUITABLE, JUST AND SOUND OPERATING BUDGET. <br />AFTER THESE CONDITIONS ANO SALARY SCALES HAVE BEEN ADOPTED, <br />IT HAS NOT BEEN THE CUSTOM TO CONSIDER ANY CHANGES UNTIL BUDGET <br />TIME ROLLS AROUND AGAIN. <br />YOUR COMMITTEE IS FULLY AWARE OF THE EXCELLENCE OF OUR <br />POLICE DEPARTMENT AND THE IMPORTANCE OF ATTRACTING A SUPERIOR <br />TYPE OF PERSONNEL, SUCH AS NOW MAKE UP ITS RANKS.
