WE <br />ADVISED THE COURT THAT CONSTRUCTION <br />WOULD COMMENCE SOON AFTER EFFECTIVE <br />DATE OF ANNEXATION. <br />TOTA L <br />$ 80, 000.00 <br />$211,000.00 <br />$ 60,000.00 <br />$1,140,573.00 <br />FROM THE FOREGOING IT IS TO BE NOTED THAT THE WATER AND SEWER LINES ARE <br />TO BE CONSTRUCTED BY THE CITY WITHIN A FIVE YEAR PERIOD AFTER ANNEXATION. <br />HOWEVER, IN MY OPINION, IT WOULD BE TO THE BEST INTERESTS OF THE ANNEXED <br />AREA IF THESE FACILITIES COULD BE INSTALLED IMMEDIATELY. <br />AN APPROPRIATfON IN THE AMOUNT OF $525,600.00 SHOULD BE MADE IMMEDIATELY <br />AFTER ANNEXATION BECOMES EFFECTIVE TO COVER THE FOLLOWING: <br />WOOLEN MILLS SANITARY SEWER $ 15,600.00 <br />NEW ELEMENTARY SCHOOL 350,000.00 <br />THIS ITEM HAS BEEN INCREASED <br />$100,000.00 IN ORDER TO <br />PROVIDE A LARGER ANO MORE <br />COMPLETE SCHOOL <br />NEW FIRE SUB-STATION $ 60,000.00 <br />FIRST PAYMENT ON NET TAX REVENUE 100,000.00 <br />FUTURE PAYMENTS ON NET TAX <br />REVENUE LOSS TO BE PA10 FROM <br />CURRENT REVENUES. <br />~T WILL, OF COURSE, BE NECESSARY TO CHANGE THE WARDS IN THE CITY AFTER <br />ANNEXATION. ~ SUGGEST THAT A COMMITTEE BE APPOINTED TO STUDY THIS MATTER AND <br />TO MAKE A RECOMMENDATION AS TO WHETHER OR NOT THE PRESENT WARDS SHOULD BE RE- <br />ARRANGED AND EXTENDED OR WHETHER ONE OR MORE NEW WARDS SHOULD BE CREATED. ~ <br />SUGGEST ALSO THAT THis COMMITTEE STUDY THE ADVISABILITY OF REARRANGING AND <br />INCREASING THE NUMBER OF VOTING PRECINCTS IN THE CITY AFTER THE EFFECTIVE DATE <br />OF ANNEXATION. ~ SUGGEST FURTHER THAT FOR THE 1961 TAX YEAR THAT THE CITY ACCEPT <br />THE COUNTY~S APPRAISAL OF THE REAL PROPERTY IN THE AREA AND APPLY AN ASSESSMENT <br />OF 30~ TO THESE APPRAISALS FOR THE 1961 TAX BILLS AND, THAT THE STATE TAX DEPART- <br />MENT BE REQUESTED TO REAPPRAISE ALL THE PROPERTY IN THE ANNEXED AREA DURING 1961 <br />FOR THE TAX YEAR 1962. <br />OUR EXHIBITS ESTIMATED THAT THE REVENUES FROM THE ANNEXED AREA FOR THE FIRST <br />YEAR WOULD BE APPROXIMATELY $445,000.00 AND THAT THE EXPENDITURES FOR OPERATION <br />AND DEBT SERVICE PAYMENTS AND INTEREST ON BONDS ASSUMED WOULD BE APPROXIMATELY <br />$350,000.00. ~N MY OPINION, HOWEVER, MORE REALISTIC FIGURES FOR THE FIRST YEAR <br />WOULD BE APPROXIMATELY: REVENUES $450,000.00 AND EXPENDITURES $400,000.00. ~N <br />FUTURE YEARS THE REVENUES SHOULD INCREASE AT A GREATER RATE OF PERCENT THAN THE <br />EXPENDITURES SO THAT THE CITY SHOULD RECOVER THE ORIGINAL OUTLAY FOR CAPITAL <br />EXPENDITURES IN LESS THAN TEN YEARS. <br />WE STATED TO THE COURT THAT THE CITY WOULD EXTEND ALL OF THE MUNICIPAL <br />SERVICES WHICH ARE NOW RENDERED IN THE PRESENT CITY TO THE ANNEXED TERRITORY <br />AND THAT ALL POLICIES PERTAINING TO UTILITY EXTENSIONS, STREETS, SIDEWALKS, <br />CURB AND GUTTER, ETC., WOULD LIKEWISE BE EXTENDED TO THE ANNEXED TERRITORY. <br />FOR THAT AND OTHER REASONS, ~ BELIEVE THAT THE $400,000.00 FIGURE MORE CORRECTLY <br />STATES THE COST OF OPERATION FOR THE FIRST YEAR. <br />AS ( ADVISED YOU AT THE COUNCIL MEETING ON NOVEMBER 9, 1960, ~ SINCERELY <br />
