2 <br /> <br /> Mr. Jay Willard, Executive Director of the Blue Ridge Home Builders <br />Association, thanked Council for pursuing the tax credit for energy efficient homes. <br /> <br /> Mr. John Hall, formerly of 327 Colonial Drive, read a declaration of earth unity <br />and mercy he had written in honor of Martha Luther King, Jr. <br /> <br /> Mr. Chad Freckman, 104 Northwood Circle, said Council has an opportunity <br />make the transit system work for all in the community, and recommended that it be made <br />available to Charlottesville High School students. He also suggested that the free <br />summer bus pass be extended to year round for students. He said a route to CHS would <br />also help the Martin Luther King, Jr. Performing Arts Center become more of a <br />community center. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> <br />Mr. Huja said it would be desirable to have buses go to CHS. <br /> <br /> Mr. Taliaferro said he thinks the idea of a police review board is a good <br />suggestion. He said he has every confidence in the Police Department and feels they do a <br />good job policing themselves most of the time. He said a review board would help <br />citizens have a greater level of confidence. <br /> <br /> Mr. O’Connell said that the City Attorney and Police Chief are looking into a <br />review board. <br /> <br /> Dr. Brown said he agrees with Mr. Taliaferro that we have a fine Police <br />Department. He noted that the Police Academy is offered to citizens. He thanked Mr. <br />Smith for coming forward. He expressed sympathy for Ms. Hall not having received the <br />e-mail inviting her to participate in the interviews, and said that he changed his e-mail <br />address quite awhile ago and still misses things. <br /> <br /> Ms. Edwards said she appreciates all comments made. She said she looks <br />forward to having more energy efficient homes, and said she hopes it will be inclusive of <br />the whole community. <br /> <br /> Mr. Norris said he agrees with comments made about the police review board. He <br />said he thinks it is a great idea to provide free buses to students all year. <br /> <br />APPOINTMENTS <br />: BOARDS AND COMMISSIONS <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, Mr. Robert Stevens and Ms. <br />Karen Waters were appointed by the following vote to unexpired terms on the <br />Charlottesville Redevelopment and Housing Authority. Ayes: Dr. Brown, Ms. Edwards, <br />Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. Ms. Waters’ term will expire on <br />June 30, 2008 and Mr. Stevens’ term will expire on June 30, 2010. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, Ms. Tara Boyd was reappointed <br />to the Thomas Jefferson Water Resources Protection Foundation by the following vote: <br />Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro.
