NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, February 4, 2008 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM – February 4, 2008 Council met in special session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. On motion by Ms. Edwards, seconded by Dr. Brown, Council voted (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in closed session for discussion and consideration of the disposition of real property on Rt. 29 South, in which the City owns an undivided one-half interest, where discussion in an open meeting would adversely affect the negotiating strategy of the City, as authorized by Section 2.2-3711(A)(3) of the Virginia Code; for consideration of appointment of specific individuals to City boards and commissions and the mid-year performance evaluation of the City Manager, as authorized by Section 2.2-3711(A)(1) of the Virginia Code; and consultation with legal counsel pertaining to actual and probable litigation, where such consultation in an open meeting would adversely affect the negotiating or litigating posture of the City, and regarding a specific legal matter requiring the provision of legal advice by counsel, all as authorized by Section 2.2-3711(A)(7) of the Virginia Code. On motion by Ms. Edwards, seconded by Mr. Taliaferro, Council certified by the following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER – February 4, 2008 Council met in regular session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. ANNOUNCEMENTS Mr. Norris said that the Department of Economic Development has produced an interactive guide to starting a business. Ms. Edwards reported on her attendance at a Criminal Justice Board meeting. She said that free HIV testing will be done on Black HIV AIDS Day. She said that the NAACP will hold a Founder’s Day celebration on February 17. Mr. Taliaferro said he will bring up a possible City donation to the Charlottesville Community Scholarship fund during other business. Mr. Norris said that the following will be discussed during other business: State support for wastewater funding, CTS route changes, and scheduling a work session on downtown. PUBLIC
