He said it could be a creative plan and should be <br />looked at. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, said that Mitchell Van Yahres will be <br />missed. She said he persisted in what he believed in. She said she has maintained a <br />constant theme of fiscal responsibility. She said she opposes the sister city committee. <br /> <br /> Mr. Ridge Schuyler, 112 Robinson Wood, Executive Director of the Nature <br />Conservancy, said that the overarching threat facing the Rivanna water shed is excessive <br />sedimentation. He said there are no longer tree canopies to inhibit rain. <br /> <br />th <br /> Mr. Jeyon Falsini, 221 9 Street, S.W., said he is an independent music promoter, <br />and there is a flourishing music scene here. He said shutting down music in smaller <br />venues would impact larger shows. He urged Council to consider the impact of the noise <br />ordinance. <br /> <br /> Mr. Kevin Lynch, a member of Citizens for a Sustainable Water Supply, <br />advocated taking a phased approach to the Ragged Mountain dam. He quoted from the <br />plan regarding phasing. He said the airport has a need for fill and this should be seen as <br />an opportunity rather than a threat to the plan. He said the phasing has been changed by <br />RWSA. He said Council is responsible for water decisions, not RWSA. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, encouraged people to participate in The <br />Big Read. <br /> <br /> Ms. Alison Ruffner, 735 Graves Street, expressed concern about what amounts to <br />a fraternity house on her street. She said the Pavilion creates neighborhood problems. <br />She said the volume should be brought down. She asked Council to keep this in mind <br />when they vote on the noise ordinance. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> <br />Ms. Edwards said she is also reading To Kill a Mockingbird as part of The Big <br />Read. She said we still have a lot of things to do to improve the quality of life in <br />Charlottesville. She said she hopes we will have a sister city in Africa. She said we are <br />exploring the concept of sister cities in a way that is fiscally responsible. She said sister <br />cities provide a valuable educational experience for children. <br /> <br /> Mr. Taliaferro said that Council is not trying to down play the recent pedestrian <br />accident, and is looking at the idea of a police review board. He said he was concerned <br />about a citizen alleging corruption in the case. <br /> <br /> Dr. Brown referred to comments made about the noise ordinance potentially <br />stifling small music venues, and said if it turns out that way he trusts that people will tell <br />us and we will work on solutions. He said that two years ago we received complaints <br />about the Pavilion, but no complaints were received last year. He said that if the Pavilion <br />is too loud citizens should contact Councilors. <br /> <br />APPOINTMENTS <br />: BOARDS AND COMMISSIONS <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, Mr. Dan Rosensweig was <br />appointed to an unexpired plus four-year term on the Planning Commission by the <br />following vote.
