<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Thursday, March 6, 2008 AT 5:00 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Budget Work Session <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM – March 6, 2008 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br />FY 2009 Proposed General Fund Revenue <br /> <br /> Mr. O’Connell said the State budget could reduce more than projected. <br /> <br /> Mr. Taliaferro asked for a listing of all items where the State has reduced funding, <br />particularly where they made a funding commitment and have not lived up to their <br />commitment. <br /> <br /> Dr. Brown asked why trash revenue is projected to be down and parking revenue <br />up. <br /> <br /> Ms. Leslie Beauregard, Director, Budget and Performance Management, said the <br />projections are based on actual revenues. <br /> <br /> Mr. O’Connell said that staff is considering more size choices for trash stickers. <br /> <br /> Mr. Aubrey Watts, CFO, COO, said that there have also been rate increases and <br />more usage for parking. <br /> <br /> Responding to a question from Dr. Brown about the revenue projected for <br />ambulance billing, Mr. O’Connell said he hopes the City, County and Rescue Squad can <br />work together with the intent to bill. He said he hopes to have an agreement by budget <br />adoption. <br /> <br /> Mr. Huja said he hopes there will be a provision for those who cannot pay, and <br />Mr. O’Connell said staff is looking at scholarship models. <br /> <br /> Mr. Craig Brown, City Attorney, said Council will need to approve a <br />compassionate billing policy by ordinance. <br /> <br /> Dr. Brown asked about the different between the cost for EMS in the previous <br />presentation made to Council and in the budget, and Mr. O’Connell said he will provide <br />that information. Mr. O’Connell added that if billing is not approved by Council, he <br />recommends that we not go forward. <br /> <br />Taxes and Fees <br /> <br /> Mr. O’Connell said background information and State law provisions are included <br />in the information in this section of the budget notebook. <br /> <br /> Responding to a question from Mr. Norris, Ms. Beauregard said that a one cent <br />increase in cigarette taxes equals $23,000. <br /> <br />Real Estate Assessment Information <br /> <br />Future Revenue Projections <br /> <br />
