2 <br /> Ms. Gretchen Ellis, Executive Director of the Charlottesville-Albemarle <br />Commission on Children and Families and member of ABRT, said the Partners in <br />Education program has been rated poor for at least five years. <br /> <br /> Responding to earlier comments about funding for City supported events, Mr. <br />Watts, COO, CFO said that that the total cost to the City to provide services for the <br />Dogwood Festival is estimated to be $34,121, and Council, by resolution previously <br />adopted, capped the amount charged to the Festival at $8,000, so $26,000 out of the City <br />supported events account will be needed. He said the Dogwood Festival has been told <br />they will have to apply as other festivals are required to do in next year’s budget. <br /> <br /> Responding to a question from Dr. Brown, Ms. Beauregard said that Albemarle <br />County provides funding for the County Fair, but not the Dogwood Festival. <br /> <br /> Dr. Brown asked about the additional funding proposed for the Municipal Band <br />so that they can have their performances at the Paramount, and Mr. Watts said that the <br />$15,000 additional proposed brings the total to $72,885. <br /> <br /> Mr. O’Connell said that the idea is to keep the Municipal Band downtown. <br /> <br /> Dr. Brown said he understands that McGuffey Arts Center tenants want a longer <br />lease for long term planning purposes, and Mr. O’Connell said that is being worked on. <br /> <br /> Mr. Norris said he thinks it would behoove us to shift responsibility for animal <br />control out of the Police Department to the SPCA. He said the Police Department and <br />SPCA are open to the idea. <br /> <br /> Mr. O’Connell said the idea should be further explored as there may be <br />complications with after hour calls and expectations by the public. <br /> <br /> Ms. Beauregard said that dues for the Virginia Municipal League increased by <br />$647 so the budget will need to be adjusted to reflect this increase. <br /> <br /> Responding to a question from Mr. Norris about the One Stop Program, Ms. <br />Beauregard said that it was funded in 2007 to cover their rent. He said they applied last <br />year but they were not funded because they did not prove their benefit to the City. She <br />said funding was denied to them again this year. <br /> <br /> Mr. Robert Cox, Director of Social Services, said that the One Stop Program has <br />had trouble getting management on site. He said Piedmont Virginia Community College <br />will provide new management and their future looks better. <br /> <br /> Mr. Norris said that federal funding for the One Stop Program has been slashed. <br />He said Council says we want to give priority to workforce development, but we have not <br />figured the best way to make that happen. He said we need to get smarter and more <br />strategic about it. <br /> <br /> Mr. O’Connell said funding could be set aside for service to City residents. <br /> <br /> Dr. Brown agreed, and said he would support funding it if there is a regional <br />effort and the County provides funds and we get a report back from One Stop. <br /> <br /> Councilors agreed to add $6,000 for the One Stop Program to the list for further <br />consideration of possible funding. <br /> <br /> Responding to a question from Mr. Huja, Ms. Beauregard said Albemarle County <br />pays for special programs provided by the Soil and Water Conservation District. She <br />said the recommendation is to have the Environmental Sustainability Committee review <br />their funding request. <br /> <br /> <br />
