2 <br />PUBLIC <br /> <br /> Mr. Michael Masters, Hessian Road, representing the Meadowbrook Hills <br />neighborhood, presented a petition signed by 85% of the residents asking that the zoning <br />ordinance be amended for the Urban Corridor District to prevent businesses that border <br />on the neighborhood from having pedestrian and vehicular access to the neighborhood, to <br />prevent rear facing public areas such as terraces or balconies, and to require noise barriers <br />behind all new development. <br /> <br /> Mr. William Gregory Varney expressed concern that a homeless shelter was <br />moved out of commercially zoned areas into an African American neighborhood. He <br />questioned whether the shelter has a certificate of occupancy, and expressed concern <br />about the possibility of a fire. He asked if police patrols are provided. He said that others <br />such as Pacem should step up and the shelter should be moved back into an appropriately <br />zoned building. <br /> <br />th <br /> Mr. Francis Fife, 501 9 Street, S.W., said he is troubled about the financial and <br />environment cost of the future water supply plan. He requested that Rivanna Water and <br />Sewer Authority postpone raising the dam and address safety issues only. He said <br />dredging should be looked at again. He said there is no cost substantiation of the <br />dredging estimates. <br /> <br /> Mr. Harrison Rue, Executive Director of the Thomas Jefferson Planning District <br />th <br />Commission, said there will be a regional transit summit on May 10. <br /> <br /> Mr. Chad Freckman, 104 Northwood Circle, said he is glad that the City is <br />receptive to providing transportation to youth, and encouraged the City to look closely <br />and quickly at extending the free bus ride to Charlottesville High School students to year <br />round. <br /> <br /> Ms. Shelley Murphy, representing Piedmont Housing Alliance, presented Council <br />with a mid-year report. She encouraged City residents to take advantage of PHA <br />programs, all of which are free. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, noted that the Council meeting on the <br />water supply plan will be a work session, and she asked that a public hearing be held <br />before Council votes. <br /> <br />nd <br /> Mr. Richard Berman, 2 Street, N.W., expressed concern about the noise from <br />the marathon race at 6:00 a.m. He asked that the noise ordinance be extended to 24 hours <br />a day, seven days a week. <br /> <br /> Mr. Raymond Mason 717 Cynthianna Avenue, said he made a complaint in <br />February about treatment of him by the Police Department. He said he was arrested and <br />taken to jail and was then taken to the emergency room by the rescue squad. He said his <br />life was in great danger and demanded that something be done. <br /> <br /> Ms. Phylis Koch-Sheras said that people who live on the Rivanna Reservoir are in <br />favor of dredging and are concerned with silting. She asked for a second opinion about <br />dredging. <br /> <br /> Mr. Richard Collins, 108 Wilson Court, said the monetary discrepancy between <br />the cost estimates of dredging have not been explained. He said a dredging company will <br />th <br />come to a meeting on May 5, and the Corps of Engineers has also been invited to attend <br />the meeting. <br /> <br /> Mr. Kevin Lynch, 609 Locust Avenue, said that Council approved a water plan <br />for this region in November of 2002. He said the vote in June of 2006 was on the permit. <br />He asked that Council go back and read the 2002 plan. He said Council was told <br />dredging cost too much, but said Council needs to go to the source on this. <br /> <br /> <br />
