<br />NOTICE OF SPECIAL MEE <br />TING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, July 21, 2008 AT 6:30 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – July 21, 2008 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, Council voted to meet in closed <br />session (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: <br />None) for discussion and consideration of prospective candidates for appointment to City <br />boards and commissions as authorized by Section 2.2-3711(A)(1) of the Virginia Code. <br /> <br /> On motion by Ms. Edwards, seconded by Dr. Brown, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – July 21, 2008 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Ms. Edwards announced that the African American Cultural Arts Festival and <br />City swim meet with take place this weekend. <br /> <br />AWARDS/RECOGNITIONS <br />: POLICE DEPARTMENT (SWAT TEAM) <br /> <br /> Mr. Norris recognized members of the SWAT Team who took first place in the <br />regional SWAT Team championships. <br /> <br />PUBLIC <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, asked how the changes in the ordinance <br />regarding compliance and enforcement will affect individual properties. Ms. Hall said <br />she was told that trucks would not be allowed to run behind the Paramount Theater, but <br />said they have been running during unloading. She said her house was recently appraised <br />at one third less than the City assessment. She said she will expect a drop in her 2009 <br />assessment. <br /> <br /> Ms. Jeanne Chase, 223 Old Lynchburg Road, supported restricting truck traffic on <br />Old Lynchburg Road. <br /> <br /> Pastor William Coles, 1717 A Allied Lane, founder of the African American Male <br />Forum said that the Forum provides educational and organized summer activities and its <br />goal is to prevent crime by African American males. <br /> <br /> Mr. Howell Bowen, Director of the Locust Hill Graveyard Foundation and <br />representing the Home Front Chapter of the Lewis and Clark Trail Heritage Foundation, <br /> <br />
