<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, August 18, 2008 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – August 18, 2008 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Dr. Brown, seconded by Ms. Edwards, Council voted (Ayes: Dr. <br />Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in <br />closed session for discussion, consideration or interviews of prospective candidates for <br />appointment to City boards and commissions, as authorized by Section 2.2-3711(A)(1) of <br />the Virginia Code; and for consultation with legal counsel regarding (a) the negotiation o <br />of the terms and conditions of an extension of a fire services agreement between the City <br />and Albemarle County; and (b) legal advice pertaining to an appeal from a decision of the <br />Board of Architectural Review, as authorized by Section 2.2-3711(A)(7) of the Virginia <br />Code. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – August 18, 2008 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Mr. Norris announced that there will be no trash collection or bus service on <br />Labor Day. He said wireless service is now available in Council Chamber. He said <br />th <br />school begins on August 20 and motorists should watch out for children. He presented <br />the Women’s Equality Day proclamation. <br /> <br /> Mr. Taliaferro said he would like to bring up the issue of gun violence during <br />other business. <br /> <br /> Ms. Edwards said that a certificate of appreciation has been given to the City by <br />the African American Cultural Arts Festival. She said that the wheelchair basketball <br />game between the Cardinals and the Journey of Hope participants was a wonderful game. <br /> <br />PUBLIC <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, President of the North Downtown <br />Residents Association, said NDRA supports the neighbors’ appeal about the BAR <br />nd <br />decision at 509 2 Street, N.E. She asked if the design concept for the McIntire <br />Road/250 Interchange means that Hillcrest closing is a done deal. She expressed concern <br />about the impact of a dance hall on the mall on residents and said she hopes the police <br />will enforce the noise ordinance. She said every day citizens are not members of the <br /> <br />
