NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, October 6, 2008 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM – October 6, 2008 Council met in special session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. On motion by Dr. Brown, seconded by Ms. Edwards, Council voted (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro) to meet in closed session for discussion and consideration of prospective candidates for appointment to City boards and commissions, as authorized by Section 2.2-3711(A)(1) of the Virginia Code; for discussion and consideration of the acquisition of real property for use as a public street commonly known as Hillsdale Drive Extended, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City, as authorized by Section 2.2-3711(A)(3) of the Virginia Code; and for consultation with legal counsel regarding specific legal matters about easements for McIntire Road Extended and the Meadow Creek parkway, as authorized by Section 2.2-3711(A)(7) of the Virginia Code. On motion by Dr. Brown, seconded by Ms. Edwards, Council certified by the following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER – October 6, 2008 Council met in regular session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. ANNOUNCEMENTS Mr. Norris congratulated Ms. Gladys Gatlin, a long-time Woolen Mills resident, th on her 96 birthday, announced that applications are being accepted for the Neighborhood Leadership Institute, and the City’s Halloween Festival will be held on th October 25. Mr. Norris acknowledged the yeoman’s job done by the Voter Registrar, and issued a public challenge, saying he wanted Charlottesville to have the highest percentage of voters in the State. He said bus services will be free on election day. Mr. Taliaferro said that the Quality Community Council will be sponsoring walks for peace in response to recent gun violence in the City. He announced that this is Fire Prevention Week and said the Fire Department will install free smoke detectors. Ms. Edwards said applications will be accepted for State fuel assistance from thth October 14 through November 14, and applications are being accepted for the City’s gas assistance program. She noted that SOL scores and interim school reports are being mailed out to parents. Mr. Norris announced two upcoming work sessions: affordable housing on th October 9 and poverty, with the date to be announced.
