<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, October 6, 2008 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – October 6, 2008 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Dr. Brown, seconded by Ms. Edwards, Council voted (Ayes: Dr. <br />Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro) to meet in closed session for <br />discussion and consideration of prospective candidates for appointment to City boards <br />and commissions, as authorized by Section 2.2-3711(A)(1) of the Virginia Code; for <br />discussion and consideration of the acquisition of real property for use as a public street <br />commonly known as Hillsdale Drive Extended, where discussion in an open meeting <br />would adversely affect the bargaining position or negotiating strategy of the City, as <br />authorized by Section 2.2-3711(A)(3) of the Virginia Code; and for consultation with <br />legal counsel regarding specific legal matters about easements for McIntire Road <br />Extended and the Meadow Creek parkway, as authorized by Section 2.2-3711(A)(7) of <br />the Virginia Code. <br /> <br /> On motion by Dr. Brown, seconded by Ms. Edwards, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – October 6, 2008 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Mr. Norris congratulated Ms. Gladys Gatlin, a long-time Woolen Mills resident, <br />th <br />on her 96 birthday, announced that applications are being accepted for the <br />Neighborhood Leadership Institute, and the City’s Halloween Festival will be held on <br />th <br />October 25. Mr. Norris acknowledged the yeoman’s job done by the Voter Registrar, <br />and issued a public challenge, saying he wanted Charlottesville to have the highest <br />percentage of voters in the State. He said bus services will be free on election day. <br /> <br /> Mr. Taliaferro said that the Quality Community Council will be sponsoring walks <br />for peace in response to recent gun violence in the City. He announced that this is Fire <br />Prevention Week and said the Fire Department will install free smoke detectors. <br /> <br /> Ms. Edwards said applications will be accepted for State fuel assistance from <br />thth <br />October 14 through November 14, and applications are being accepted for the City’s <br />gas assistance program. She noted that SOL scores and interim school reports are being <br />mailed out to parents. <br /> <br /> Mr. Norris announced two upcoming work sessions: affordable housing on <br />th <br />October 9 and poverty, with the date to be announced. <br /> <br /> <br />
