<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, December 1, 2008 AT 6:30 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – December 1, 2008 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris. Absent: Mr. Taliaferro. <br /> <br /> On motion by Ms. Edwards, seconded by Mr. Huja, Council voted (Ayes: Dr. <br />Brown, Ms. Edwards, Mr. Huja, Mr. Norris. Noes: None. Absent: Mr. Taliaferro) to <br />meet in closed session for consultation with legal counsel regarding pending litigation <br />involving the Juvenile and Domestic Relations Court project, where such consultation in <br />an open meeting would adversely affect the negotiating posture of the City, as authorized <br />by Section 2.2-3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris. Noes: None. <br />Absent: Mr. Taliaferro) that to the best of each Council Member's knowledge, only <br />public business matters lawfully exempted from the open meeting requirements of the <br />Virginia Freedom of Information Act and identified in the motion convening the closed <br />session were heard, discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – December 1, 2008 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris. Absent: Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Mr. Norris said there will be a regional climate action discussion on December <br />th <br />8. <br /> <br /> Ms. Edwards said that the Quality Community Council will sponsor a peace <br />march against gun violence on the first Fridays of the month. <br /> <br /> Mr. Norris said that the State Treasury Department, Division of Unclaimed <br />Property will be in City Hall December 3, 4 and 5. <br /> <br />PUBLIC <br /> <br /> Mr. Brandon Smith expressed concern about the mall brick project and said he <br />will be supporting Brandon Collins’ comments. He said noise pollution and dust <br />abatement should be considered. He said the work should be done with a wet saw or by <br />hand which is safer and quieter. <br /> <br /> Mr. Bill Dunnington, Albemarle County resident, said the City is to be <br />commended for what it is doing environmentally, but should be more forward thinking <br />and aggressive. He said better publicity needs to be done about the tax abatement for <br />energy conservation. <br /> <br /> Mr. Guillermo Ubilla, 5 Haversack Road, representing the American Cancer <br />Society, said that 13 Relays for Life, which are major fund raisers for the Cancer Society, <br /> <br />
