<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL <br />WILL BE HELD ON Thursday, February 5, 2009 AT 5:00 p.m. IN THE <br />Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Work Session: Workforce Development <br /> Discussion: Work session schedule and future policy issues for <br /> agenda <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM – February 5, 2009 <br /> <br /> Council met in special session on this date with the following members <br />present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris. Absent: Mr. Taliaferro. <br /> <br /> Mr. Aubrey Watts, Director of Economic Development, COO, CFO, said <br />th <br />that this is a follow-up to information presented at the January 5 Council <br />meeting. Mr. Watts reviewed workforce development program proposals by City <br />Schools in the following priority order: CATEC: Transportation for Work <br />Related Experiences. Charlottesville High School: Medical Sciences Club <br />sponsor and Health Sciences Academy (Years 1 – 3). Walker/Buford: World of <br />Work Academy. Buford/CHS: Buford Summer Workforce; Buford/CHS/ <br />CATEC: Sustainable Urban Design Club Sponsor (Youth Component). Adult <br />Learning Center: Computer Skills for Workers. CHS/CATEC: Sustainable <br />Urban Design (Adult Component). <br /> <br /> Dr. Brown asked to what degree are the initiatives (such as the Health <br />Academy Club) aimed at kids not already going to college. <br /> <br /> Mr. Thomas Taylor, Principal of CHS, said the Club, which already exists, <br />includes all facets of medicine and reaches out to a broad range of students. <br /> <br /> Ms. Edwards asked if the Club could include at least 25% low income <br />students. She asked about the possibility of U. Va.’s involvement with the Club. <br /> <br /> Ms. Gertrude Ivory, Associate Superintendent of Schools, said that U. Va. <br />is already involved in the Academy. She said there could be a targeted number of <br />low income students in that program. <br /> <br /> Ms. Edwards asked if a complimentary component of the Academy could <br />begin in the elementary schools, and Ms. Ivory said staff could talk to the After <br />School Program staff about incorporating it. <br /> Mr. Taylor noted that the current Academy well exceeds the 25% target <br />thth <br />for low income students, noting that probably 40% of the 9 to 12 graders are <br />low income. <br /> <br /> Mr. Watts presented the workforce development program proposals by the <br />Office of Economic Development and Department of Social Services in the <br />following priority order: Public Transit for VIEW Program; Entrepreneur <br />Scholarships; Additional SBDC Support; Support for Local Businesses; CRHA <br />Training Access; Apprenticeship Program; and Micro-Loan Program. Mr. Watts <br />said that the 2009 money is already appropriated for the projects. <br /> <br /> Dr. Brown asked how the amount was determined for Support for Local <br />Businesses, and Mr. Watts said it was an estimate of tuition for people, not <br />administrative costs. <br /> <br /> Ms. Edwards asked if there is already a demand for the Entrepreneur <br /> <br />
