2 <br />She recommended a comprehensive study of dredging to determine baseline conditions <br />and cost estimates for a menu of options. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, asked that Council provide a good <br />explanation for spending the $8 million for the interchange in the Urban Construction <br />appropriation. He said he does not think $2 million for Hillsdale Drive is available. He <br />asked that the item be pulled so that the value of the money can be discussed. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUB <br />LIC <br /> <br /> Mr. Huja said he supports conservation districts as a tool for neighborhood <br />conservation. He asked staff to follow up regarding the Fifeville traffic study. <br /> <br /> Ms. Edwards agreed about following up on the traffic study. Regarding <br />comments made about the Meadowcreek Parkway, she said every child should be <br />allowed to play outside every day. She thanked Ms. Napoleon for her kind words. She <br />said she appreciates the time Ms. Smith has put into the water plan, and said she hopes <br />Ms. Smith shares her report with the other boards involved. <br /> <br /> Dr. Brown said he supports conservation district, but will only support applying it <br />to those neighborhoods that support it. He said he hopes that Fifeville can create a <br />neighborhood association that has wide participation. <br /> <br /> Mr. Norris echoed remarks about the conservation district and traffic study. He <br />said he would like to see a broader study, not such the proffer study. He noted that the <br />City Attorney has been asked to review the letter from the attorney regarding the <br />Meadowcreek Parkway. He thanked Ms. Smith for her minority report, and said a <br />meeting of the four boards is being scheduled. <br /> <br /> <br />CONSENT AGENDA <br /> <br /> <br />Mr. Norris removed the Urban Construction Appropriation from the agenda so it <br />can be considered by the entire Council at the next meeting. <br /> <br /> Mr. Huja moved the consent agenda, and Dr. Brown seconded it. <br /> <br /> Ms. Edwards said she does not support the conservation district ordinance and <br />will vote against it. She said there are still a lot of concerns about it and more study is <br />needed to understand the impacts. She said there is concern about loss or increase of <br />property value and the ability to change or rehab property. <br /> <br /> The following consent agenda items were approved by the following vote. Ayes: <br />Dr. Brown, Ms. Edwards (except that Ms. Edwards voted against the Conservation <br />District ordinance), Mr. Huja, Mr. Norris.
