He said he wants to know what different <br />options will cost. <br /> <br /> Dr. Liz Palmer, member of the Albemarle County Service Authority, noted that <br />dredging was not taken off the table as part of the water supply plan because of the cost, <br />it was because it would not supply the water we needed. <br /> <br /> Mr. David Slutzky, member of the Board of Supervisors, said an argument could <br />be made for dredging for enhanced storage capacity along with the water supply plan. <br /> <br /> Dr. Palmer said we have to prioritize what to do. She said there will be the cost of <br />the water supply plan plus dealing with aging infrastructure. <br /> <br /> Mr. Slutzky said the study cost is not that great. <br /> <br /> Dr. Brown said one question is what the dredging study would contain. <br /> <br /> Mr. Slutzky said if the reason to dredge is to have additional water capacity, then <br />the study could determine how much that would cost and what would it be like to do it. <br /> <br /> Ms. Thomas said we need to take the first step to see if there would be legal <br />impediments to dredging. <br /> <br /> Mr. Tom Frederick, Executive Director of Rivanna Water and Sewer Authority <br />(RWSA) said that a previous estimate received to do a study was $275,000. <br /> <br /> Ms. Thomas said we already know how much water we can get out of SFRR. She <br />said it still costs less to increase the dam than to dredge to get that amount of water. <br /> <br /> Mr. Slutzky said he does not want to dredge to change the water supply plan, but <br />might want to do it to supplement the plan. <br /> <br /> Mr. Ken Boyd, Chair of the Board of Supervisors, said that the Task Force <br />developed and good plan, and he thinks we should follow it unless we want to change the <br />conversation to changing the approved water supply plan. <br /> <br /> Mr. Slutzky said the risk of opening up the plan is ending up with having to use <br />the James River. He said he thinks we need to answer the Task Force’s questions. <br /> <br /> Dr. Brown said he is uneasy about rate payers paying so people can row or fish at <br />SFRR, and is not interested in a dredging study for that purpose. He said the more <br />options we have for water the better. He said the advantage of dredging would be having <br />more water sooner. <br /> <br /> Dr. Palmer said it would make more sense to implement the plan faster. She said <br />the reason it is planned to be phased in is because of the cost. <br /> <br /> Ms. Edwards, member of the SFRR Task Force, said the Task Force had hands-on <br />exploration. She said this is an opportunity to decide the level of maintenance for SFRR. <br />She said she thinks the process should begin with a dredging study to determine the real <br />costs. She said we should investigate the legal issues. She said there should be basic <br />maintenance of removing trees, trash and graffiti. She said we need a policy for <br />continuing stewardship of SFRR. She said we also need to find out what the material to <br />be dredged is and if it contains contaminants.
