2

Ms. Beauregard reviewed mandated and fixed costs. She noted that no new
departmental requests were funded.

Public Comment

Ms. Colette Hall, 101 Robertson Lane, thanked Council for including a public
comment period. She noted that Albemarle County holds public hearings before their
work sessions and suggested that Council consider doing that. She said she hopes that
the City will follow the recommendation of the efficiency study and combine some
school and City functions (i.e., payroll). Regarding the budget survey, she suggested that
the library question be moved to a category other than arts in future surveys. She noted
that an aide to Congressman Perriello said that we cannot count on receiving the stimulus
grant funding.

Mr. Bill Sampson said he is pleased with the proposed budget and said staff made
a lot of effort to keep it a flat budget.

Mr. Norris suggested that the library be separated from the arts category in future
surveys as suggested by Ms. Hall.

The meeting was adjourned.

______________________________ ______________________________
President Clerk
