2 <br /> Mr. Carl Wise, 1818 Yorktown Drive, asked Council not to sacrifice McIntire <br />Park. He said we need more pedestrian and bike trails and we do not need another road. <br />He asked that the YMCA be relocated. <br /> <br /> Ms. Laura Rydin, 133 Birdwood Court, said it is not safe to get on the Bypass <br />from her neighborhood, and it will be impossible to get in and out if one of the roads is <br />blocked off. She said building new roads makes traffic worse. <br /> <br /> Mr. Downing Smith, 810 Locust Avenue, thanked Council for standing up for <br />citizens to get better information on dredging. He said water rates are going up because <br />consumption is down. He said money is being put away for a reserve for the Rivanna <br />Water and Sewer Authority. He said the City could cut back its contribution for the <br />reserve and cut rates, but he does not think that would be a good idea. He said the <br />reserve should be used to dredge. He said he does not think we can afford the dam and <br />pipeline. <br /> <br /> Mr. Kevin Lynch, 609 Locust Avenue, said there are problems at Rivanna Water <br />and Sewer Authority due to lack of oversight. He said there is no new CIP in RWSA’s <br />budget, they are using last year’s. He said the increased estimate for the dam is not <br />included. He said elected officials must take responsibility. He said within five years <br />RWSA will more than triple their debt. He said they are overcharging for water for cash <br />reserves. <br /> <br /> Mr. Richard Will, 1813 Meadowbrook Heights Road, said that greenspace relates <br />to quality of life, and he asked that Council save McIntire Park. <br /> <br /> Mr. John Thompson, 1504 Grove Road, said traffic is the worse problem we are <br />facing as a community, and more roads are not the answer. <br /> <br /> Mr. Kurt Krueger, President of the YMCA, said he supports the plan for a <br />recreation field study. He said he believes the process should be more inclusive. He said <br />softball and the YMCA can co-exist. He said the YMCA is sensitive to the <br />environmental issues in McIntire Park. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> Mr. Taliaferro said he is trying to keep an open mind about the Meadowcreek <br />Parkway and the softball fields. He said he could change his mind. <br /> <br /> Ms. Edwards said she would like to see if the community scholarship program <br />could be tied with workforce development opportunities and include internships or <br />summer employment for students. She said the Rock Hill Academy is an interesting part <br />of our community as it was used as a private school during integration. She asked that <br />staff follow-up on and clarify comments made by Mr. Lynch and Mr. Smith. <br /> <br /> Mr. Norris said there will be a meeting on Saturday regarding recreation needs. <br />He said he appreciates all the comments by the public. He said he thinks the <br />Meadowcreek Parkway is a bad move on many levels. <br /> <br />CONSENT AGENDA <br /> <br /> <br />Mr. Huja removed the conservation district ordinance from the consent agenda. <br /> <br /> On motion by Mr. Taliaferro, seconded by Dr. Brown, the following consent <br />agenda items were approved by the following vote.
