2 <br /> <br /> Mr. Norris noted that the Planning Commission recommended not allocating the <br />$450,000 for McIntire Road Extended. <br /> <br /> Mr. Huja said he thinks future park acquisition should be funded as recommended <br />by the Planning Commission, and suggested adding $100,000 a year. <br /> <br /> Mr. Norris said he would support additional funds for the purchase of greenspace. <br /> <br /> Dr. Brown asked about the implications of decreasing the city wide traffic <br />improvement budget. <br /> <br /> Mr. Tolbert said staff felt it could be done since we currently have a backlog. He <br />said it will have to be assessed in future years. He said this includes traffic calming, <br />small intersection improvements, signage and crosswalks. <br /> <br /> Mr. Huja said that bike and pedestrian improvements should be considered as part <br />of the traffic improvement budget as well. <br /> <br /> Mr. Tolbert noted that $750,000 in pedestrian improvements are being done this <br />year, including redoing ADA ramps. <br /> <br /> Mr. Norris said that the financing program for clean energy improvements has <br />been authorized, and he asked how we can capitalize on that fund using private funding. <br /> <br /> Dr. Brown said he would like to put some money aside for a revolving loan <br />program, and suggested $200,000. He said the $125,000 budgeted is for low income <br />residents. <br /> <br /> Mr. Huja said he would support some seed money, but maybe not $200,000. <br /> <br /> Mr. Norris suggested that the strategic investment fund could be used since the <br />initiative would create jobs. <br /> <br /> Dr. Brown and Mr. Huja agreed. <br /> <br /> Mr. O’Connell said if we do a program with the intention of it being a loan the <br />funds will come back to the City. <br /> <br /> Dr. Brown said that is the intent. <br /> <br /> Mr. Norris said private funds could be used for infrastructure, and City and bank <br />funds could be used for loans. <br /> <br /> Dr. Brown asked what opportunities do we have for bike improvements. <br /> <br /> Ms. Judy Mueller, Director of Public Works, said in areas where only stripping is <br />needed for bike lanes that has been done. <br /> <br /> Mr. Tolbert said he is not sure we have many more places to add bike lanes <br />without removing parking. <br /> <br /> Dr. Brown asked about bike lanes on Emmet Street by Barracks Road Shopping <br />Center, and Mr. Tolbert said the only way to do it would be to remove a lane of traffic. <br />He said Chris Gensic is looking at opportunities for off-road bike lanes. <br /> <br /> Mr. Huja said he hears there is no safe network for bikes, but he does not see <br />anything in the CIP for that. He said we need to increase support for bike lanes, if not <br />this year, then next year, and suggested $25,000. <br /> <br /> <br />
