Mr. Wray recommended that the half cost of the performance <br />manager that was not approved be kept for future rate stabilization. <br /> <br /> The public hearing was opened. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, said she attended RWSA’s public hearing <br />and they have $30 million in reserves. She said their CIP is based on unreliable numbers. <br /> <br /> Ms. Dede Smith, 2652 Jefferson Park Circle, said she attended the RWSA’s <br />meeting and asked why their reserve is not being used to stabilize rates. She said a better <br />use of the reserves would be for the dredging study since the increase is fairly small. <br /> <br /> Mr. Richard Lloyd, 1825 Locust Shade Court, questioned why the City should <br />pay anything for the water plan. <br /> <br /> Ms. Betty Mooney, 201 Sunset Avenue, said she questioned at the RWSA <br />meeting why the City should be dipping into its reserves when RWSA is sitting on $30 <br />million. She said she is concerned about their accounting. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> Mr. Norris said he thinks it is smart budgeting by RWSA to put money away. <br /> <br /> Dr. Brown said that future rate projections are designed to come from facility <br />fees. He said he is not keen on keeping money in the budget for a position that will not <br />be filled. <br /> <br /> It was the consensus of Council to use the utility funds for the performance <br />manager to further reduce rates for next year. <br /> <br /> Mr. Norris said there will be infrastructure costs regardless of expanding the <br />water supply. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Taliaferro, the ordinance entitled <br />“AN ORDINANCE AMENDING AND REORDAINING CHAPTER 31 (UTILITIES) <br />OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, <br />TO ESTABLISH NEW UTILITY RATES AND SERVICE FEES FOR CITY GAS, <br />WATER AND SANITARY SEWER” was offered and carried over to the next meeting <br />for consideration. <br /> <br />APPEAL <br />: BOARD OF ARCHITECTURAL REVIEW DECISION RE: RIVERDALE <br />DRIVE HOUSE <br /> <br /> Ms. Mary Joy Scala, Preservation and Design Planner, said that the Board of <br />Architectural Review unanimously voted to deny demolition of 1328 Riverdale Drive <br />which is individually designated as historic. <br /> <br /> Responding to a question from Ms. Edwards, Ms. Scala said that the property is <br />zoned R-3 which would allow multi-family and group homes. <br /> <br /> Ms. Carol Krohn, President of the Shelter for Help in Emergency, owner of the <br />building, said the property was purchased in 1987 and was used as the shelter for 20 <br />years. She said it has been vacant for a year. She said SHE believes it was mistakenly <br />listed as an historic property. She said it is currently listed for sale. <br /> <br /> Mr. Fred Wolf, Chair of the Board of Architectural Review, said that the Deputy <br />City Attorney determined in 2003 that the property was not listed mistakenly, and he <br /> <br />
