She said there are possible opportunities for partnerships with local <br />governments. <br /> <br /> Mr. Norris asked if Ms. Nardi has any thoughts on how our process could be <br />improved, but said she would need to learn more about it. <br /> <br /> Ms. Edwards asked if Ms. Nardi has any examples of interaction between similar <br />Centers and local governments in other areas, and Ms. Nardi said she will follow up. <br /> <br /> Ms. Ellis reviewed staff recommendations for the ABRT process as a result of <br />good survey results from both team members and agencies: recruit members of the <br />beneficiary community on the team; add a Councilors and/or member of the Board of <br />Supervisors to the funding application team; maintain consistent contact with agencies <br />and programs; change the application to add a question about how the program engages <br />the beneficiary population; and add a question about how and with whom the agency or <br />program collaborates to better meet community needs. <br /> <br /> Dr. Brown said he wants to make sure that any changes are based on achieving <br />outcomes, i.e., the information we ask for should be useful and should not just create a <br />more arduous process. <br /> <br /> Ms. Edwards said we should be more specific about what it means to collaborate <br />with other agencies, i.e. how does your agency work better because of collaboration, is <br />fund raising better with collaboration; how are they helping neighborhoods. She said it <br />might be helpful to get agencies together. <br /> <br /> Dr. Brown agreed with the recommendation to add residents of the beneficiary <br />community, but acknowledged that it is a big task. He asked if there are other <br />representatives of the beneficiary community (PHAR, Urban Vision, JABA, etc.) who <br />could provide the same perspective. <br /> <br /> Ms. Ellis said there was discussion about adding an intern from the Virginia <br />Organizing Project. <br /> <br /> Ms. Edwards asked if we have standards for the process for boards, and Ms. Ellis <br />said no, but it probably should be considered. <br /> <br /> Ms. Train said United Way does, and has 10 or 11 conditions that must be met. <br /> <br /> Ms. Ellis said ABRT is trying to get their application more aligned with United <br />Way’s. <br /> <br /> Ms. Beauregard reviewed the recommendations for the City/County process: <br />quarterly reports from agencies (she said this will be reviewed given concerns expressed); <br />request outcome based information for human service agencies; and expand the number <br />of people receiving reports. <br /> <br /> Dr. Brown said he thinks it makes more sense to request information from <br />festivals about the attendance, number of people in town, etc. <br /> <br /> Ms. Beauregard said she will ask the Visitors Center for assistance. <br /> <br /> Ms. Edwards said she would be interested in knowing the amount of support <br />festivals need, and suggested that all festivals get together to talk about what makes a <br />festival successful. <br /> <br /> Ms. Beauregard said negotiations are continuing about funding for the SPCA. <br />She said the County has apparently arrived at a compromise. She said the SPCA has <br />requested $4 per capita from the City in 2011, and $5 per capital in 2012. She said <br />Council wanted to pursue moving animal control to the SPCA, but she is unsure if they <br />are wiling to do that. <br /> <br /> <br />
