<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, July 6, 2009 AT 6:00 p.m. IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – July 6, 2009 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Huja, Council voted (Aye: Dr. <br />Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in <br />closed session for discussion and consideration of the disposition of City-owned real <br />property on Elliot Avenue, and the acquisition of real property on Fontaine Avenue for a <br />public purpose, where discussion in an open meeting would adversely affect the <br />bargaining position and negotiating strategy of the City, as authorized by Section 2.2- <br />3711(A)(3); and consultation with legal counsel employed by the City regarding specific <br />legal matters related to the Meadow Creek Parkway, McIntire Road Extended and the <br />Route 250-McIntire Road Interchange which require the provision of legal advice by <br />such counsel, as authorized by Section 2.2-3711(A)(7) of the Virginia Code. <br /> <br /> <br />On motion by Dr. Brown, seconded by Ms. Edwards, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – July 6, 2009 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Mr. Norris said that applications are being accepted for the Housing Grant <br />Program; new trash decals are now available; and a dozen City positions are being <br />advertised on the City’s job hotline. He added CDBG funding to other business and <br />moved the Hinton Avenue rezoning up in the agenda. <br /> <br /> Ms. Edwards said she would like to add how to contact City Councilors to other <br />business. <br /> <br />PUBLIC <br /> <br /> Mr. Paul Long, 1410 Grady Avenue, said public transportation is vital to the <br />growth of the City and surrounding area, should operate from 6:00 a.m. to midnight <br />seven days a week and on holidays, and should be more frequent. He said CTS should <br />also provide service to the airport and jail. He said he supports a regional transportation <br />authority. <br /> <br /> Mr. Brent Nelson, 707 Northwood Avenue, owner of a house on South Street, <br />asked that Council extend permit parking on South Street to 24/7. He said cars are <br />constantly parking illegally and the signage is inadequate. He suggested changing the <br />color of the signs and adding a sign between 218 and 210 South Street. <br /> <br /> <br />
